o Report: Electronic Arts Holding Preliminary Talks with France's Ubisoft

Paris -- According to a report in the Wall Street Journal, video game publisher Electronic Arts is currently holding preliminary talks with Ubisoft Entertainment, a France-based video-game maker. Quoting sources familiar with the situation, the Wall Street Journal said the talks were focusing on price and management issues and running parallel with a number of approaches by other unnamed companies. Only two months ago, Ubisoft rejected a "hostile" offer by EA to acquire about 20% of the French company, considered by many industry experts as one of the most promising video-game publishers in Europe. EA, currently the largest video-game maker in the world, is also Ubisoft's largest shareholder (20%). So far, neither company has commented on the report.

o Apple, Napster Expose Each Other's Music Service Flaws to Labels

Los Angeles -- The chief executives of rival digital music service providers Apple and Napster exchanged barbs on Tuesday, in the form of e-mails sent to top record industry executives informing them of security breaches in one another's services, the Los Angeles Times reported. Apple CEO Steve Jobs reportedly alerted labels to a technique that can be used to turn copy-protected tunes from Napster's subscription service, which includes over one million songs, into MP3 files that can be uploaded to file-sharing networks or burned to CD. The process of "stream ripping" -- which has been available for some time -- leaves the copy-protection software intact, instead using software to record the song as the unprotected audio is sent to the sound card and speakers, not unlike recording a song off of the radio. "It's not a new thing," Napster spokeswoman Dana Harris told CNET News.com. "We do all we can to make our system as secure as possible for people who want to pay for music." The Times reported that Napster CEO Chris Gorog retaliated with an e-mail to label executives that linked to a website offering a free program that can defeat Apple's music copy-protection "in seconds."

o Federal Election Commission to Examine Web Campaign Ad Spending

Washington -- The Federal Election Commission (FEC) will next month begin a review of whether Web-based political ads should remain exempt from spending restrictions on television and newspaper ads covered by the 2002 McCain-Feingold campaign finance reform law, CNET News.com reported. The lack of regulation permitted advocacy groups and rich individuals -- such as MoveOn.org, Swift Boat Veterans for Truth and George Soros -- to spend freely on Web campaign ads during the 2004 election, which led to a September ruling from U.S. District Judge Colleen Kollar-Kotelly criticizing the FEC. "To permit an entire class of political communications to be completely unregulated irrespective of the level of coordination between the communication's publisher and a political party or federal candidate, would permit an evasion of campaign finance laws," wrote Kollar-Kotelly.

o Sony Ericsson to Debut Walkman-branded Music Player Cell Phones

Cannes, France -- Wireless developer Sony Ericsson announced that it plans in March to introduce a line of hybrid cell phone-music players under the Walkman brand. The first Walkman phones will let users transfer up to about 10 CDs worth of music to their phones via a PC, while future models will be able download copy-protected songs directly to the handset. Sony Ericsson said the Walkman phones will use the Open Mobile Alliance's DRM 2.0 security specification, and will be able to download songs from Sony's Connect online digital music store. Rival phone makers Nokia and Motorola also touted new music phones at the 3GSM trade show in France this week, with Motorola announcing plans to introduce the first phone that will support Apple's iTunes music player software.

o Yahoo to Set Up European Headquarters in Dublin

Dublin -- Yahoo announced that it plans to set up its headquarters for Europe in Dublin, a move that will create nearly 400 new jobs over the next five years. Yahoo senior vice president international John Marcom said the caliber of Irish graduates, the quality of the Irish telecommunications and data center infrastructure and the success of its existing operation in Dublin (Overture Services) were important factors in making the decision. Marcom said assistance from IDA Ireland also played a significant part in the move. Micheál Martin, Ireland's minister for enterprise, trade and employment, said the news was good for Ireland. "IDA Ireland had faced strong competition from other worldwide locations for the investment, and the company's decision proved that Ireland is a serious contender for the world's largest Internet company."
