Expansion of Digital Millennium Copyright Act
San Francisco - CNET News.com reports that the Bush
administration has drafted legislation that would expand
controversial provisions of the Digital Millennium Copyright Act (DMCA)
that protect copyrighted media, as well as increase powers of law
enforcement in areas like wiretapping. The Intellectual Property
Protection Act of 2006, backed by Rep. Lamar Smith (R-Texas), chair
of the House Judiciary Subcommittee on the Courts, the Internet and
Intellectual Property, will likely be introduced in the near future,
a House Judiciary Committee spokesman told News.com. The bill would
make willful attempts at piracy a crime punishable by 10 years in
prison -- even if no piracy actually occurs -- and expand the
restrictions on technologies that can circumvent digital media
copyright protections. The bill would also earmark a $20 million
budget for a new copyright unit within the FBI, and permit
wiretapping in piracy investigations. The bill has the support of
the Recording Industry Association of America (RIAA) and the
Software and Information Industry Association, a trade group that
includes Sun, Oracle and Red Hat. Opponents include digital civil
liberties group the Electronic Frontier Foundation (EFF), and
security researchers who say the bill would have outlawed the
research that unearthed the security risks that Sony BMG's "rootkit"
CD copy-protection technology created on consumers' PCs.

WTO on Piracy in China
Beijing - The U.S. may take legal action against China at
the World Trade Organization (WTO) if the country does not further
step up its anti-piracy efforts, Reuters reported on Tuesday.
Although China moved recently to shut down several specific pirate
disc plants, and committed to compel Chinese PC makers to
pre-install legal software, the U.S. still estimates that Chinese
piracy and counterfeiting costs U.S. businesses $250 billion in lost
sales each year. "We remain consistent and clear in our policies
that we consider all trade tools open and available," said Chris
Israel, the U.S. Coordinator for International Intellectual Property
Enforcement. "We view the commitment from Chinese leaders as
meaningful and significant, and the execution of those commitments
and meaningful results is really what we are focused on right now."

Orders Labels to Resubmit Documents in Napster Investor Case
Los Angeles - Major record labels Universal Music Group
and EMI Group have been ordered to turn over "privileged documents"
to a federal judge, who said there was reasonable cause to believe
earlier redacted versions submitted to a Justice Dept. probe into
digital music price fixing were "deliberately misleading," Reuters
reported. The labels initially submitted the documents in 2001,
during a Justice Dept. probe into alleged digital music price fixing
amongst the labels and their joint ventures Pressplay and MusicNet.
That probe ended in 2003, finding no evidence of wrongdoing.
However, in a lawsuit the labels later filed against Napster
investors, for supporting a copyright infringing business, venture
capital firm Hummer Winblad alleged the labels knowingly submitted
false or misleading documents. U.S. District Court Judge Marilyn
Hall Patel on Friday ordered Universal Music Group and EMI Group to
provide unedited versions of the documents in question within 30
days.

to Record Two TV Shows at Once
Alviso, Calif. - TiVo announced on Tuesday that its
forthcoming TiVo Series 2 DT digital video recorder will feature two
tuners, allowing owners to record two television shows at once. The
new devices will go on sale May 1 at retailers including Best Buy,
Circuit City and Amazon.com, priced starting at $99 after rebate for
an 80-hour model. The Alviso, Calif.-based company said it also
plans in coming months to enable users to program TV recordings from
select Verizon cell phones.

Sells 5 Million Multimedia Phones, Introduces New Models
Berlin - Nokia announced on Tuesday that it has sold over
5 million of its N-series multimedia cell phones, and predicted the
market will grow to 250 million units in 2008, Reuters reported. The
company also introduced three new N-series handset models, including
the $396 N72 music phone and $684 N93 video camera phone. Nokia said
that actor/director Gary Oldman will shoot a short film using the
N93, which offers DVD-quality video capture and comes with Adobe
Systems' Premiere Elements 2.0 video-editing software. Oldman's film
and others will be available from the Nokia N-series Studio, a new
online community for the devices that will offer video downloadable
to cell phones or PCs.

Publisher Deals Bring Ringtones to Skype Internet Phone Users
Luxembourg - Internet telephone company Skype announced on
Tuesday that it has signed worldwide license agreements with three
major music publishing firms, which will allow it to sell master
recording ringtones to users of its service. Skype has secured deals
with EMI Music Publishing, Sony/ATV Music Publishing and
Warner/Chappell Music, in addition to the U.K.'s MCPS-PRS Alliance
royalty collection society. The deals will at first only allow Skype
users to buy ringtones from artists with Warner Music Group, with
whom the company has a separate complementary agreement. Skype hopes
the deal will lead to similar agreements with other labels.
Additionally, the ringtones will initially be available only in the
U.S., U.K., Ireland, France, The Netherlands, Belgium and Poland,
with full access to Skype's 94.6 million users to come within weeks,
the company said.

"Lost" to Debut Alternate Reality Game in Show's Off-Season
New York - ABC plans to debut an "alternate reality game"
for fans of its TV series "Lost" on May 3, shortly before the second
season of the series concludes, The New York Times reported. "The
Lost Experience" is being created by the show's writers and
producers, unlike other alternate reality games -- such as those for
the Steven Spielberg movie "A.I.", and Microsoft's "Halo" video game
-- which were designed by outside marketing firms. The game will
introduce new characters and feature a plot that intertwines with
that of the TV show. However, players will have to collaborate to
track clues dispersed widely across media including fake websites,
billboards, e-mails and phone calls. "We wanted to tell stories in a
nontraditional way, and there were certain stories that [series
co-creator Damon Lindelof] and I were interested in telling that
don't exactly fit into the television show," Carlton Cuse, a writer
and executive producer on "Lost," told The Times.

Content Delivery Firm Motricity Raises $40 Million
Durham, N.C. - Motricity, a provider of mobile content
delivery technology, has raised $40 million in a round of venture
capital led by Advanced Equities. Other investors in the deal
include New Enterprise Associates and Technology Crossover Ventures.
Motricity said in a release on Tuesday that during the last few
months it has signed important agreements with various customers,
including Alltel, Virgin Mobile, Sony Ericsson and BET. The
company's technology allows content providers, as well as media an
entertainment companies to deliver personalized content on mobile
devices. Founded in 2001, Motricity has about 300 employees and
offices in Durham, N.C., as well as Beijing, London, Munich and San
Diego.

TVcompass Raises $5.1 Million for Wi-Fi Universal Remote Control
Chicago - TVcompass, the developer of a universal remote
control with color LCD screen that uses Wi-Fi to access TV listings
and other information, announced that it has raised $5.1 million in
its first round of venture capital financing. Jackson Boulevard
Capital led the investment round. Founded in 2003, Chicago-based
TVcompass also licenses its hardware designs and software, for use
in remote controls, mobile phones and PDAs. Device maker Thomson
will soon introduce its "Wi-Q" advanced home theater universal
remote control.

3D Developer Emdigo Raises Second Round of Funding
Campbell, Calif. - Emdigo, a developer of advanced 3D
content and production technology for the wireless industry, said
that it has raised an undisclosed amount in its second round of
funding, led by East Gate Capital Management. The company said that
it will use the new capital to continue its "aggressive hiring," as
well as to bolster its sales and marketing efforts. Emdigo's
technology allows wireless content providers to rapidly deliver 3D
graphics-based mobile entertainment and messaging applications onto
millions of mobile handsets.

service with four million subscribers, announced on Tuesday that it
has signed Dallas Mavericks owner and dot-com billionaire Mark Cuban
to host a weekly talk show on Sirius. "I plan on raising hell and
covering any and all topics that I think are interesting and taking
no prisoners along the way," said Cuban. "Mark Cuban's Radio

Seagate Introduces Digital Cinema Camera with Direct-to-Drive
Capture
Scotts Valley, Calif. - Hard drive maker Seagate Technology and
Silicon Imaging on Tuesday introduced what they say is the first
digital cinema camera that offers direct-to-hard-drive recording.
The Silicon Imaging SI-1920HDVR camera will offer up to four hours
of continuous shooting on a 160GB USB 2.0 drive from Seagate.

Stations Sign On to Sony/PBS HD Production Pilot Project
Las Vegas - Sony and partner PBS announced on Tuesday that three
PBS stations have confirmed plans to transition to high-definition
program production as part of the companies' joint pilot project. In
addition to KQED San Francisco, which joined the pilot in Dec. 2005
and is already upgrading its facilities, WETA in D.C., WQED in
Pittsburgh and WYCC in Chicago will now also upgrade to
high-definition production. The Sony/PBS pilot project includes the
production of "The NewsHour with Jim Lehrer" in HD, and the
introduction of Sony HD equipment at all of the stations. "NewsHour"
is slated to begin daily production in HD in the spring of 2007.

Redwood Shores, Calif. - Command Audio, a developer of
digital video recorder technology, announced on Tuesday that digital
video recorder maker ReplayTV, a unit of D&M Holdings, has licensed
its patented digital video recorder technology. Under the deal,
ReplayTV paid a settlement fee for its past use of Command Audio
technology and also took out a royalty-bearing license for future
uses. Command Audio's patents cover the transmission, storage,
navigation and consumer playback of the audio elements of broadcast
media; other licensees include iBiquity Digital, Motorola, Sony and
XM Satellite Radio.

Atlanta - Time Warner's Cartoon Network announced on
Tuesday that it teamed with manga publisher VIZ Media on Toonami
Jetstream, a new broadband streaming video service for anime. Set to
launch on July 17, the service will provide on-demand, full-length
streaming episodes of anime series featured on Cartoon Network,
including "Naruto," "Samurai Jack," "Hikaru No Go" and "The Prince
of Tennis".
