o Court Throws Out TV "Broadcast
Flag," Says FCC Overstepped Authority Washington -- A U.S. Court
of Appeals ruled on Friday that the Federal Communications
Commission (FCC) overstepped its authority in mandating that a
"broadcast flag" -- which regulates whether TV programming can be
copied and prevents it from being shared online -- be embedded in
consumer electronics sold in the U.S. The U.S. Court of Appeals for
the D.C. Circuit said that the FCC "exceeded the scope of its
delegated authority" with the mandate, which would have gone into
effect on July 1. In its suit against the FCC, the American Library
Association had argued that the technology would keep research and
teaching libraries from using the web to distribute digital material
to students. The FCC's rules had mandated that all digital TVs
manufactured after July 1 include the broadcast flag technology.
"Courts are right to be wary when government institutions seek to
regulate the specific features and functions of safe, useful
consumer technology," said Gary Shapiro, CEO of the Consumer
Electronics Association. "Policy makers should continue to focus on
the key issues that will help accelerate and ensure a
consumer-friendly approach to the transition, specifically setting a
hard date for ending analog television signals." Broadcasters said
they would seek remedy with Congress. "Without a 'broadcast flag,'
consumers may lose access to the very best programming offered on
local television," said National Association of Broadcasters
president Edward Fritts. "We will work with Congress to authorize
implementation of a broadcast flag."

Ban on Violent Game Sales to Minors Advances
Sacramento -- Following a defeat in an earlier vote on Tuesday,
the California State Assembly's arts committee on Thursday advanced
a bill that would ban the sale of violent and sexually explicit
video games to minors. The bill, which passed by a 6-4 vote on
reconsideration, will now come before the full Assembly, and if
approved, will then move on to the state Senate. Sponsored by
Assemblyman Leland Yee, the bill has garnered the support of the
NAACP, the Girl Scouts and the PTA. "For the same reason we don't
allow kids to buy pornography, cigarettes, or alcohol, we shouldn't
allow them to go to stores and buy video games that teach them to do
the very things we put people in jail for -- abusing women, joining
street gangs, killing police officers, or even assassinating
President Kennedy," said Yee. A similar bill also passed a committee
within the Illinois state Senate this week. Courts have consistently
struck down such laws banning game sales to minors as
unconstitutional on First Amendment grounds.

o Hackers Crack
Sony Universal Media Disc Format for PSP Game Console
Los Angeles -- Hackers have discovered how to extract files from
the Universal Media Disc (UMD), the new proprietary disc format Sony
created for use with its PSP (PlayStation Portable) handheld video
game console, Reuters reported. However, the extracted game files
cannot yet be played on their own, as there is currently no way for
users to "burn," or create a new UMD disc. It's unclear if this
method could also be used to defeat copy-protection on UMD discs
containing full-length movies; many studios have committed to
releasing films on the UMD format, and a copy of Sony's "Spider-Man
2" was included with initial PSP shipments in the U.S. The developer
website PS2nfo.com first reported details of the hack, showing files
pulled from UMD discs for games including "Ridge Racers" and
"Vampire Chronicles."

Content Card Firm Ki-Bi Mobile Raises $19 Million in U.K. IPO
Jerusalem -- Ki-Bi Mobile Technologies, a supplier of electronic
cards for sending content to mobile handsets and a Siemens
Acceleration portfolio company, announced that it raised $19 million
through an initial public offering (IPO) on the London Stock
Exchange's Alternative Investment Market (AIM). More than 10 million
ordinary shares at the placing price of 98 pence per share were
issued, capitalizing the company at approximately £20 million ($38
million). "We are delighted about the response from institutional
shareholders," said Ki-Bi CEO Ehud Levy. "We believe that the
proceeds of the placing will enhance our profile with both current
and future customers and give us the resources to materially
increase our sales and marketing effort to take full advantage of
the forecast growth in the sector." Israel-based Ki-Bi Mobile
develops cards sold at retail that sound a tone when held to cell
phone's microphone, containing information on which song, ringtone,
game, wallpaper, video or other mobile content should then be sent
over the network to the phone.

VW Golf, which had been imported to Rome in 1999. Without knowing
the car's history, Benjamin Halbe, 21, bought the car this January.
It was only when Halbe obtained the car's registration documents
confirming Josef Ratzinger as the former owner that he decided to
