o EMI Licenses Songs for Qtrax Ad-Supported File-Sharing Service

New York - Major record label EMI Music announced on Monday that it has licensed its catalog to Qtrax, an advertising-supported peer-to-peer music distribution service. Financial terms of the deal were not disclosed. Developed by New York-based LTDnetwork, Qtrax will offer two service tiers: a free, ad-supported version that lets users download tracks in a proprietary format and listen to them several times without paying; and a subscription-based second tier. Users will also be able to purchase and download songs a la carte from Qtrax. The paid subscription tier will use Microsoft's Janus digital rights management technology to allow unlimited downloads and transfer of songs to Microsoft-based portable media players. EMI said it has already begun registering its catalog with Qtrax's copyright filtering system, which is powered by Audible Magic. "We think that any ad-supported model should be offered in a way that maintains, or even enhances the value of music, and we believe Qtrax does that by offering a good consumer experience and significant up-selling opportunities," said David Munns, chairman and CEO of EMI Music North America. "Our collaboration with Qtrax will give us great consumer insight and help us gauge the boundaries between sampling and purchasing music." Qtrax plans to launch a beta test of its service in the U.S. later this year, but says it will not officially launch until it has licensed songs from the other three major labels: Sony BMG, Warner and Universal.

o Gas Station TV to Install 20-inch TV Monitors at Gas Station Pumps

Detroit - Former executives from Yahoo and advertising agency WPP Worldwide on Monday announced the launch of Gas Station TV, a new venture that will install 20-inch, Internet-based TV monitors at gas station pumps. The Detroit-based company, founded by former Yahoo marketing executive David Leider and former WPP Worldwide CFO Stephen Kuehn, has received an undisclosed amount of funding from DHW Capital. Aside from advertising sold by Disney's ABC, the daylight-viewable LCD monitors will offer content including ABC "News You Can Use" segments, local news, AccuWeather forecasts and traffic data from ABC affiliates. Gas Station TV's partners include Delphi, which will manufacture the monitors; Gilbarco Veeder-Root, a large maker of gas station retail equipment; and Murphy Oil USA, which operates 900 gas stations in Wal-Mart parking lots. Gas Station TV is already available at some Murphy USA gas stations in Dallas. The company plans to expand to 100 stations by September and to 400 gas stations in the top 10 U.S. markets by the end of the year.

o Games-on-Demand Network TVHead Raises $11.5 Million

Mountain View, Calif. - TVHead, a games-on-demand TV network, announced on Monday that it has raised $11.5 million in its second round of venture capital financing. Bay Partners led the investment round; Mitsui Incubase and Apax Partners also participated. Founded in 2003, Mountain View, Calif.-based TVHead's technology uses cable and Internet TV providers' existing video-on-demand infrastructures to deliver on-demand video games to subscribers. The technology also supports community features and multi-device interaction. The company will use the funds to broaden its consumer trials and deploy to initial target markets in late 2006.

o AOL Expands Relationship with WNBA, Launches Broadband Channel

Dulles, Va. - The WNBA on Monday announced an expanded relationship with AOL, which includes a multi-year deal that will deliver the women's basketball league's content through multiple AOL channels. As part of the agreement, AOL is launching a new broadband video-on-demand channel that will feature WNBA video highlights, as well as a sweepstakes in commemoration of the WNBA's 10th season. AOL.com also will be the league's official online media partner. AOL first partnered with the WNBA beginning in 2000. Financial terms of the latest agreement were not disclosed.

o Starz Concludes Beta Test, Launches Vongo Internet VOD Service

Englewood, Colo. - Cable and satellite TV network provider Starz Entertainment Group on Monday concluded a beta test and officially launched its Vongo Internet video-on-demand service. The service offers unlimited downloads from a library of 1,600 movies and TV show episodes for $9.99 per month. The company said it increased its encoding rate to 1.3Mbps for most selections in the official Vongo release, and will add 600 episodes of mainly classic TV shows to the service in the near future. Vongo also now supports variable transactional pricing, and will offer some pay-per-view titles to subscribers for 99 cents, instead of the current $3.99 pricing.

o U.K. Broadcaster Channel 4 to Launch Internet Radio Network

London - U.K. broadcaster Channel 4 has announced plans to launch an Internet radio network that will offer news, current affairs, entertainment, lifestyle, music and comedy content, The Times Online reported. Channel 4 will reportedly explore both ad-supported and subscription models for the radio network, which will compete with the BBC's 56% share of British listeners. "Our aim is to contribute something new to the radio mix by offering a public service alternative to the BBC," Channel 4 CEO Andy Duncan told The Times Online. The broadcaster will also likely bid on a block of eight new available commercial digital radio frequencies, set to be auctioned by U.K. communications regulator Ofcom.
