o House Approves Bill Facilitating
Telecom Digital TV Services
Washington - The U.S. House voted 321-101 on Thursday in
favor of allowing telecom providers like AT&T and Verizon to apply
for a nationwide license to offer digital TV services. Currently,
telecoms must apply for licenses in each city or county in which
they seek to offer services like Verizon's FiOS TV. Proponents say
the bill will increase competition with cable TV providers,
providing consumers with more choices and lower prices. Also
included is a provision that would allow broadband providers to
charge more to companies wishing to put their content on a faster
Internet connection to subscribers -- in opposition to backers of
the idea of "Net neutrality," where all content is treated equally
by Internet service providers. The House bill must now be brought in
line with a Senate bill that contains much different language --
which may not be accomplished in the election-year Congressional
session.

Game Sales Down 10.2% in May
New York - U.S. video game sales fell 10.2% in May, with
console game sales down 4.5% and titles for handheld systems down
22.7% from the same period a year ago, Forbes.com reported, citing
data from NPD Funworld and Cowen & Co. Sales of games for
current-generation consoles declined 25.7%. The top-selling titles
during the month included Nintendo's "New Super Mario Bros." and
"Brain Age" for its DS handheld. Despite the industry downturn, U.S.
publishers Electronic Arts, Activision and Take-Two Interactive all
saw significant gains in May.

Norway, U.K. Petition Apple to Open iTunes to iPod Rivals
Paris - Several European countries this week filed legal
complaints against Apple, over the company's refusal to let songs
purchased from its iTunes Store play on devices other than its iPod
players, The New York Times reported. Government consumer protection
groups in Norway and Sweden have said the service violates their
laws, and Denmark is expected to follow suit. Apple spokesman
Fredrik Hallstan told a Norwegian news website that the company
hopes to settle the complaints, rather than shutter its iTunes
stores in Scandinavia. The British Phonographic Institute (BPI), the
U.K.'s version of the Recording Industry Association of America (RIAA),
also petitioned Apple this week to open its digital music store to
rival portable devices. "European regulators are clearly concerned
that consumers need to get a fair deal when they buy music online,"
Struan Robertson, a British-based technology lawyer at Pinsent
Masons, told The Times. "Since we share very similar competition
laws across the E.U., a domino effect could cause changes across the
Continent."

Launches Treatment Center for Video Game Addicts
Amsterdam - A drug treatment center in The Netherlands has
opened Europe's first detox clinic for video game addicts, the
Associated Press reported. Amsterdam-based Smith & Jones Addiction
Consultants has already treated 20 addicts since January in its
program, which runs four-to-eight weeks and includes therapy
sessions and focus on alternative activities. The center's director,
Keith Bakker, told the AP that playing games produces endorphins in
gamers' brains that creates a drug-like high, adding he has seen
withdrawal symptoms including shaking and sweating when game addicts
see a computer. "We have kids who don't know how to communicate with
people face-to-face because they've spent the last three years
talking to somebody in Korea through a computer," Bakker said.
"Their social network has completely disappeared."

Chipmaker PortalPlayer Cuts 45 Jobs Following Apple Setback
San Jose, Calif. - Nearly two months after learning that
Apple won't be using its latest chips in its flash-based iPod Nano
players, PortalPlayer said that it has cut 45 jobs, or about 14% of
its workforce. The majority of the cuts have taken place in the
company's U.S. operations. "In light of the product transition
setback we announced on April 19th… we have re-organized our
operations to focus on our key initiatives," said Gary Johnson, the
president and CEO of PortalPlayer. The company, which makes chips
for personal media players, said that it expects to save $6-$7
million a year as a result of the cuts, which are in addition to
conservative spending measures that it put in place earlier in the
year.

Louisiana Governor Likely to Sign Video Game Bill Passed in Senate
Baton Rogue, La. - The Louisiana State Senate has passed a
bill banning the sale of violent video games to minors, which puts
games to a similar legal test as that used to determine obscenity.
The bill, which was co-authored by Jack Thompson -- an attorney who
has frequently criticized the video game industry -- would provide
penalties for retailers who sell such games to minors of up to a
year in jail and $2,000 in fines. The Louisiana State House has
already approved the bill, which will now go before Gov. Kathleen
Blanco, who is expected to sign it into law. The video game
industry's Entertainment Software Association (ESA) is then also
expected to sue to have the proposed law overturned, as it has done
successfully in a number of other states.

Denver - The nation's two top satellite TV providers --
DirecTV and DISH Network -- announced on Friday that they have
signed agreements with WildBlue Communications that will enable them
to offer satellite-based Internet services. Denver-based WildBlue
currently provides satellite-based broadband Internet access to
consumers and businesses in rural areas and small cities. Both
DirecTV and EchoStar are expected to launch "powered by WildBlue"
satellite broadband services across the contiguous United States in
the coming months, with availability and pricing details to come

Music Japan Acquires Stake in Mobile Broadcast Firm FrontMedia
London - Warner Music Japan announced this week that it
has acquired a minority stake in FrontMedia, a Japanese developer of
hybrid radio and mobile broadcast services. Financial terms of the
deal were not disclosed. In addition to the capital, Warner Music
Japan will provide music content to FrontMedia, in exchange for the
opportunity to use the company's mobile audio and video broadcasting
applications. The companies previously partnered to broadcast a live
concert from a Warner Music artist Ayaka simultaneously across three
Japanese wireless networks. Founded in 2005, FrontMedia operates a
hybrid broadcasting platform that is offered through Japanese
wireless carriers NTT DoCoMo, Vodafone and KDDI.

Microsoft TV Software to Power Club Internet IPTV Service in France
Paris - French Internet service provider Club Internet, a
unit of Deutsche Telekom, announced on Friday that it will launch a
triple-play service offering that will be based on Microsoft's TV
software platform. The bundled voice, high-speed Internet and
digital TV service will utilize a Linksys set-top box, and support
features including HDTV, digital terrestrial TV, digital video
recording and video-on-demand. The service is available immediately
to existing Club Internet subscribers. Microsoft will also see its
TV software launched in Europe this year with Deutsche Telekom in
Germany and BT Group in the U.K.
