o IFPI: Pirated CD-R Sales Rose 50% in 2001 to 950 Million Units

Washington -- Sales of pirated music albums in the form of CD-R discs rose
50 percent in 2001 to an estimated 950 million units, according to a
report released on Tuesday by the International Federation of the
Phonographic Industry (IFPI), a music industry trade group. The IFPI
estimated the total world music pirate market to be worth $4.3 billion, a
slight increase over the previous year's figure of $4.2 billion. A total
of 2.8 million pirated CD-R discs were seized in the U.S. in 2001,
compared with 1.6 million in 2000. The production of pirated CD-R discs is
now roughly split between large-scale manufacturing plants and small-scale
organized CD-R garages and laboratories, the report says. "Piracy is
sometimes and mistakenly called a 'victimless crime'. It is not," said
IFPI chairman and CEO Jay Berman. "The economic losses due to piracy are
enormous and they are felt throughout the music value chain. The global
recording industry is responding to this problem but it critically needs
help from governments. We need proper laws and above all effective
enforcement of those laws."

o Lawmaker Imposes July 15 Deadline for Digital TV Anti-Piracy Accord

Washington -- Rep. Billy Tauzin (R -La.), chair of the House Commerce
Committee, has asked media and technology firms to come up with an agreed
upon technology to prevent digital TV programs from being pirated on the
Internet by July 15, Reuters reported. Although a group of networks and
technology firms called the Broadcast Protection Discussion Group has
agreed on the need for a "broadcast flag" to protect digital TV programs,
an agreement on what technology to use or how to implement it has not yet
been reached. Several consumer groups, including the Electronic Frontier
Foundation, also argue that such technology will relinquish consumers'
traditional "fair use" rights of media, and have publicly opposed it.
Tauzin stopped short of siding with fellow lawmaker Sen. Fritz Hollings'
(D- S.C.) proposal of legislation to mandate copy-controls in most
consumer electronics. "We are convinced that this is doable...without
resorting to legislation or regulation," Tauzin spokesman Ken Johnson told
Reuters.

o Report: One In Five Americans Have Downloaded Music; 25% Own CD Burners

Minneapolis, Minn. -- About one in five, or 40 million Americans report
having downloaded music from a file-sharing service such as Kazaa or
Morpheus, according to a report released on Wednesday by Minnesota-based
research firm Ipsos-Reid. The number represents 19 percent of Americans
ages 12 and older, and is actually down slightly from the firm's December
2001 figure of 23 percent. The study also found that 24 percent of
Americans own a CD burner, a number that doubles when asking U.S.
file-sharers, as 53 percent who have downloaded music from a file-sharing
service also report owning one. "While the goal of this [research] was not
to draw a link between file-sharing, CD burners, and the slump in music
sales, we can see that American music enthusiasts are becoming
increasingly acquainted with the flexibility that digital music allows,
and as a result, may be more apt to venture beyond the traditional
channels of music distribution as a part of their audio behaviors," said
Matt Kleinschmit, senior research manager for Ipsos-Reid.

o Microsoft to Offer Xbox Live Online Game Service in Japan

Redmond, Wash. -- Microsoft announced that it will offer its Xbox Live, an
online game service for owners of its Xbox video game console, in Japan as
well as the U.S. The Japanese service will cost about $55 for a year-long
subscription -- compared with a price of $50 in the U.S. -- and will
launch the Japanese version this fall, following the planned U.S. launch
in August. The service allows game players to connect their Xbox to the
Internet and challenge one another in games specially designed to take
advantage of the feature; Microsoft has promised that 50 such games will
become available.

(San Francisco) Wired News on Wednesday reported on the controversial
Canadian webcaster JumpTV.com, which is planning to provide Internet
rebroadcasts of TV shows from major networks such as NBC, CBS, ABC and, in

copyright laws, but a U.S. House judiciary committee recently wrote the

possible violation of Canada's international trade obligations."
