o Bill Gates to Transition Out of Day-to-Day Role with Microsoft

Redmond, Wash. - Microsoft said on Thursday that co-founder Bill Gates will transition out of his day-to-day role with the company over the next two years. Gates, 50, who started Microsoft in 1975 with childhood friend Paul Allen, plans to spend more time on his global health and education work at the Bill & Melinda Gates Foundation, an organization the couple founded in 2000 and which now has assets of $29.1 billion. After July 2008, Gates will continue to serve as the company's chairman, as well as an advisor on key development projects. In preparation, Microsoft has given expanded roles to top executives Ray Ozzie and Craig Mundie. Ozzie will immediately assume the title of chief software architect and begin working alongside Gates on all technical architecture and product oversight issues. Mundie will take the new title of chief research and strategy officer, working closely with Gates to assume his responsibility for the company's research and incubation efforts. He also will partner with general counsel Brad Smith to guide Microsoft's intellectual property and technology policy efforts. Gates served as Microsoft's chairman and CEO until 2000, when Steve Ballmer took over as CEO. For the past six years, Gates has focused on the company's software development as chairman and chief software architect.

o U.S. House Committee Hearing Targets Violent Video Games

Washington - Lawmakers railed against the video game industry's ratings system and lackluster enforcement by the Federal Trade Commission (FTC) during a hearing yesterday held by the U.S. House Subcommittee on Commerce, Trade and Consumer Protection. Committee chairman Cliff Stearns (R-Fla.), committee member Fred Upton (R-Mich.) and others revisited the "Hot Coffee" scandal of a year ago, where sexually explicit content hidden in Rockstar Games' popular "Grand Theft Auto: San Andreas" game forced its maker to slap a more strict rating on the title and briefly remove it from store shelves. An FTC investigation into the matter recently produced no penalties for the company, which angered the committee. CNET News.com reported that FTC consumer protection bureau chief Lydia Parnes told the panel the FTC "does not have the statutory authority to impose civil penalties for Rockstar's conduct," which prompted Rep. Upton to comment to Broadcasting & Cable that he will write legislation to so empower the FTC. The industry's Entertainment Software Ratings Board (ESRB) was also targeted at the hearing, with calls for a more transparent game review system.

o Apple Investigating Chinese iPod Plants After "Sweatshop" Report

London - Apple Computer has launched an internal investigation into the working conditions at the Chinese plants where its iPods are manufactured, after an article in the U.K. newspaper Mail on Sunday reported that workers there toil 15-hour days for $50 a month in wages. One plant in Longhua, owned by Foxconn, houses 200,000 workers who live in dormitories that do not permit outside visitors, the Mail reported; another in Suzhou, Shanghai, reportedly pays workers $100 per month but subtracts food and accommodations fees from these wages. Macworld Daily News reported that Apple responded in a statement saying that it is "currently investigating the allegations regarding working conditions in the iPod manufacturing plant in China," adding that the company is "committed to ensuring that working conditions in our supply chain are safe, workers are treated with respect and dignity, and manufacturing processes are environmentally responsible." Apple also said its workplace conditions are modeled on the Electronic Industry Code of Conduct.

o AOL to Transition Netscape Into Blog-Style News Site

Dulles, Va. - AOL on Thursday announced plans to transition its Netscape.com Internet portal into a site that combines blog-style news updates with user-submitted content and discussion. The new site was developed by a team led by Silicon Alley Reporter publisher Jason Calcanis, who sold his Weblogs Inc. blog company to AOL last year for $25 million. Netscape was originally a Web browser developer and later became a discount Internet service provider, with Netscape.com as the default subscriber home page. "We want to marry the great editorial skill of humans and what systems and software can do to create something that is different and better," AOL CEO Jonathan Miller told The New York Times. The Times reported that the new Netscape will maintain a team of bloggers who will be able to attend news events with video crews, and post original content as well as updates based on news stories from other sources across the Web.

o USA Video Technology Files Patent Suit Against Cable VOD Services

Old Lyme, Conn. - USA Video Technology, a holder of video distribution technology patents, announced on Thursday that it sued cable TV providers Comcast, Time Warner Cable, Cox and Charter for infringing its patents with their video-on-demand (VOD) services. Earlier this week, the U.S. Court of Appeals ruled against the company in an appeal of a similar case it brought against Movielink, an Internet video-on-demand service launched by several Hollywood movie studios. The suit against the cable TV firms seeks fair compensation and an injunction against the video-on-demand services.

o CNET: EMI in Talks With Video-Sharing Sites to Remove Music Videos

Laguna Beach, Calif. - Major record label EMI is seeking partnerships with video-sharing sites like YouTube and Revver in an effort to have copyrighted music videos removed, CNET News.com reported on Thursday. "We're actively trying to strike relationships (with user-generated video sites) for the showing of our music videos," Thomas Ryan, EMI Music's senior vice president of digital and mobile strategy, said Wednesday at the Piper Jaffray Global Internet Summit. "It's our hope that those commercial relationships will help us remove infringing material that someone uploaded and we're not being compensated for." In addition to its own music videos, EMI is also targeting content like lip-synching videos or music video remixes that utilize its copyrighted materials.

o Nielsen Expanding Ratings to Include Internet, Mobile TV

New York - Nielsen Media Research, a provider of audience ratings, on Thursday announced plans to implement an all-electronic ratings system for TV that tracks viewing on traditional sets as well as on the Internet and via cell phones, iPods and other mobile devices. The company will begin testing its Anytime Anywhere Media Measurement (A2/M2) service this summer, and hopes to launch it in all local markets by 2011. As part of the initiative, Nielsen Media Research partnered with Nielsen/NetRatings, and in the third quarter will begin including Internet audio and video consumption data from the division's SiteCensus Web analytics tool. "With more than 23 percent of U.S. web users viewing live streaming video and 21 percent watching saved video files, the ability to understand complete digital usage is critical to our clients," said NetRatings president and CEO William Pulver. NetRatings plans to install software meters on the computers of Nielsen's People Meter TV survey participants by the 2007/2008 broadcast season. To measure viewing on portable devices, Nielsen also plans to launch a survey panel of iPod users by the end of 2006.

o Mark Cuban Invests in Stock Fraud News Website

Dallas - Dot-com billionaire and Dallas Mavericks owner Mark Cuban has invested an undisclosed amount in a website that will report on stock fraud and other corporate malfeasance, the Associated Press reported. ShareSleuth.com was founded by St. Louis Post-Dispatch reporter Christopher Carey, and will also feature reporting from burned investors when it launches next month. "With newspapers getting increasingly locally focused, I thought maybe the best way to tell these stories, which tend to be national or international in scope, would be via the Internet and other multimedia," Carey told AP. "I tossed it out as a general proposition, and (Cuban) was interested." Cuban said that ShareSleuth.com could utilize multimedia resources from his HDNet network, and that stories from the site could potentially air on the high-definition network.

o Report: Mobile Music Services Could Surpass Online Services by 2010

Framingham, Mass. - Mobile music services that let subscribers download songs directly to their cell phones could surpass online digital music retailers like iTunes by 2010, according to a report from market research firm IDC. The firm predicts that wireless music services will count half the number of customers using online digital music services by the end of this year. By 2010, when 60% of all phones shipped in the U.S. will be music-enabled, wireless music services are projected to claim more than 50 million users and generate over $1 billion in revenue. A recent survey conducted by IDC found that 22% of respondents would buy at least one track from their wireless carrier within the first three months of availability, while 8% of those ages 25-44 said they would buy four or more tracks. "Over-the-air tracks at about $2.00 each will emerge as a sustainable price point as long as mobile storefronts are well-designed and offer a wide selection of music, and the music listening experience on the device is comparable to MP3 players," said IDC research manager Lewis Ward.
