o FCC Shelves Vote on Digital Multicast Must-Carry for Cable TV

Washington - In a move applauded by cable TV providers, the Federal Communications Commission (FCC) has shelved plans for a vote on whether the cable companies should be compelled to carry the digital multicasting channels set to be launched by TV broadcasters. The FCC's five commissioners were scheduled to vote on the matter on Wednesday, but announced in a press release issued on Sunday that the vote had been cancelled. "There did not appear to be a consensus for moving forward at this time," FCC spokeswoman Tamara Lipper told Reuters. Once the transition to digital broadcasting is completed in February 2009, broadcasters will have the ability to beam multiple channels into viewers' homes. They argue cable TV firms should have to carry the extra channels, as they are required to offer local TV channels. Cable firms have argued the matter should be handled with open market agreements.

o Dutch Court of Appeal Orders MP3 Linking Website Shuttered

Amsterdam - The Dutch court of appeal has placed an injunction on a website that provided links to copyrighted music files hosted on other sites, Reuters reported. The ruling compelled ZoekMP3.nl to shut down on Monday rather than pay fines of over $12,500 per day. The site's operator, Techno Design, will also pay unspecified damages to the record industry, in a case brought by Dutch anti-piracy organization BREIN. The company had used a posting on its website warning users not to infringe copyrights as part of its defense. "Such a warning ignores the reality that the lion's share of visitors (is) looking for unauthorized MP3 files," the Dutch court said in its ruling.

o XM Gains FCC Approval of Satellite Radio Receiver

Washington - Clearing a major regulatory hurdle, XM Satellite Radio, a provider of satellite radio service to more than 6.5 million subscribers, said that the Federal Communications Commission has now certified its Delphi SkyFi 2 radio receiver. XM had suspended shipments of some of its radios -- including the SkyFi2 -- in late May after the FCC ruled that the FM transmitter on the devices did not meet its emission standards. The manufacturer reportedly resolved the issue by adding a small clip to the unit's antenna wire to reduce FM signal transmission from the XM receiver to the FM radio. The company has sold about 500,000 of the radios to date. XM also gained FCC approval of its Audiovox Xpress radio last week.

o Toshiba Debuts New Line of Gigabeat Portable Video Players

New York - Japan's Toshiba on Monday introduced two new portable video players to its Gigabeat line of portable media devices. Both the 30GB ($299) and 60GB ($399) players feature a 2.4-inch screen and run Microsoft's Windows Mobile Portable Media Center software. Toshiba announced that it partnered with Starz Entertainment Group to give Gigabeat owners access to the Vongo Internet-based video-on-demand service, which offers 1,600 movies and TV shows for download, in addition to a streaming Starz TV channel for $9.99 per month. The Gigabeat players can also download recorded TV shows from TiVo. Toshiba added that it extended its partnership with Napster and signed new agreements with eMusic and RealNetworks' Rhapsody, to offer subscription music services for the players.

New York - Major record label Sony BMG on Monday announced the launch of "Musicbox Video," a Web-based broadband video player application that will offer on-demand music videos, interviews, live performances and other video programming. The company partnered with Massachusetts-based Brightcove to power the service, which will sell and deliver video advertising on the site; initial advertisers include HP and DreamWorks Animation. o Report: DSL to Overtake Cable Broadband in U.S. by 2010

New York - DSL will overtake cable as the leading broadband service in the U.S. by 2010, according to a report from market research firm JupiterResearch. U.S. broadband penetration is projected to increase from 36% of households in 2005 to 65% by 2011, when 79 million U.S. households will have broadband access. "U.S. cable operators will have to combine price cuts and better marketing efforts to forestall this outcome," said JupiterResearch research director Joe Laszlo. Jupiter also predicts that far lower broadband prices will drive higher broadband penetration in Western Europe, where in 2011 DSL will be in 88.9 million of the 110 million projected total broadband households.

New York -
The New York Times recently reported on changes made at online encyclopedia Wikipedia that eliminate the ability of any user to edit certain "protected" entries. Over 80 entries have been permanently "protected" from editing by any user, usually as a result of repeated vandalism or disputes over content; these include articles on Einstein and Christina Aguilera. Another 179 of Wikipedia's 1.2 million entries are now "semi-protected," meaning they can only be edited by users who have been registered for longer than four days. Semi-protected entries include those for George W. Bush, Islam and Adolf Hitler. "Protection is a tool for quality control, but it hardly defines Wikipedia," founder Jimmy Wales told The Times. "What does define Wikipedia is the volunteer community and the open participation."
