o Bush Appoints International Anti-Piracy Coordinator

Washington -- President Bush on Friday appointed former Time Warner executive Chris Israel, currently deputy chief of staff for U.S. Commerce Secretary Carlos M. Guiterrez, to serve in a newly-created, senior-level position as the U.S. Coordinator of International Intellectual Property Enforcement. The Commerce Dept. said nearly 7% of all goods sold worldwide are counterfeit, adding that 90% of the music and movies sold in China are pirated. "Intellectual property theft costs U.S. businesses billions of dollars and weakens our economy," said Commerce Secretary Gutierrez. "American ingenuity and innovation are driving forces in our economy and we need to protect our ideas, both at home and abroad." Israel will work to develop policy, and address IP violations and enforce IP laws overseas.

o Some Game Retailers Wary to Re-Stock Censored "Grand Theft Auto"

New York -- Video game retailers including Wal-Mart and Best Buy said they may not stock even a cleaned-up version of Take-Two Interactive's "Grand Theft Auto: San Andreas," the six million unit-selling title whose rating was changed from Mature to Adults Only this week following the uncovering of a sex-themed mini-game on the disc, The New York Times reported. The sexual content was included in source code in the retail versions of the game, but can only be unlocked by downloading a game modification from the Internet. Other retailers including Circuit City, Target and EB Games have temporarily removed the title from their shelves, but expect to re-stock when Take-Two issues a new version with the sexual content removed. "If they bring us another version, we'll certainly look at it," Wal-Mart spokeswoman Karen Burk told The Times, adding that Take-Two's role in creating the sexual content would figure in its consideration. Best Buy spokeswoman Heidi Anderson told The Times that the company would also have to evaluate the updated version of the game.

o Microsoft to Offer Parental Control Locks in Xbox 360

Tokyo -- Microsoft plans to include parental controls in its forthcoming Xbox 360 console that can lock out game titles according to their assigned ratings, the Japanese website Mainichi reported. The device will allow parents to block games based on ratings bestowed by Japan's Computer Entertainment Rating Organization, which delineate different games as appropriate for those over 12, over 15 and over 18. Mainichi reports that Microsoft plans to offer similar parental controls in the U.S. and European Xbox 360 models.

o Copyright Office Proposes "Pre-Registration" to Stem Pre-Release Piracy

Washington -- The U.S. Copyright Office announced on Friday that it is proposing regulations for the "pre-registration" of unpublished works like movies and music albums, which have had a history of pre-release infringement. The Copyright Office is looking to address the distribution of such works as unfinished music albums and "dailies" from movie productions that have found their way onto peer-to-peer file-sharing networks. The regulations would allow for pre-registration of a copyright while the work is being prepared for commercial distribution; current law states that copyright registration is a prerequisite for suing for copyright infringement. The Office is seeking public comments on the proposal by Aug. 22.

Madrid -- A French court has thrown out a case brought by Spanish soccer team Real Madrid against a number of online bookmakers using its name and images of its players on their websites, Reuters reported. U.K.-based bookmakers Ladbrokes and William Hill, and Spanish online wagering firm Miapuesta were all sued by Real Madrid in France; a separate case is still pending in Belgium. o Cisco to Acquire Networked DVD Player Maker KiSS for $60 Million

Copenhagen -- Cisco Systems announced that it has agreed to acquire KiSS Technology, a privately held, Denmark-based maker of networked DVD players and recorders, for approximately $60 million in cash and stock. KiSS's products allow devices to access content on the Internet or other devices on home networks. "As more and more entertainment content is delivered over the Internet and as consumers demand access to digital entertainment inside and outside of their home networks, networked entertainment devices will become an integral part of consumer electronics," said Cisco CTO Charles Giancarlo. "KiSS has emerged as a leader in networked video and audio products in Europe, and we hope to use that expertise to expand worldwide." Cisco said it expected to close the deal in the first quarter of its next fiscal year, pending regulatory approval.

(London) NewScientist.com reported on Friday on how researchers at the University of Turku have duplicated the slow-motion, "bullet-time" effect seen in "The Matrix" within a real-time online multiplayer game. The effect utilizes a local perception filter (LPF), which is used in online games to slightly slow down the action -- so that all players experience the same amount of lag time across the Internet and no one has an unfair advantage. The researchers found they could mimic this effect on their own, allowing one player to slow down the game to gain a strategic advantage, while all other players would continue to play in real-time.
