o Dem. Senators Propose 25% Internet Porn Tax to Protect Children

Washington -- Several Democratic Senators have co-sponsored a bill that would levy a 25% tax on pornographic website revenue, with the proceeds to be spent on protecting children from Internet pornography. Introduced by Sen. Blanche Lincoln (D-Ark.), the Internet Safety and Child Protection Act of 2005 is also supported by Democratic Senators including Evan Bayh and Joe Lieberman. "Our children can literally stumble into adult Web sites that are inappropriate for their viewing," Sen. Mary Landrieu, (D-La.), another of the bill's sponsors, told the New Orleans Times-Picayune. "As parents, it is our responsibility to protect our children -- and no longer does protecting our children mean only holding their hand while crossing the street." Similar taxes and efforts to censor Internet content have largely been thrown out by the courts. "The general principle is that if you can't ban a certain category of expression, then you cannot selectively impose a tax on it," Jamin Raskin, a professor of constitutional law at American University, told CNET News.com. "The bottom line is, if it were constitutional to tax a disfavored category of speaker, then there would be 99 percent taxes on pornography and hate speakers and Howard Stern and so on."

o CAFTA to Export U.S. Digital Copyright Law to Central America

Washington -- The Central American Free Trade Agreement (CAFTA), a law passed last week in Congress that aims to open up trade between the U.S. and Central America, also contains provisions that will compel signatories to implement copyright laws similar to the U.S. Digital Millennium Copyright Act, CNET News.com reported. The agreement asks that Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras and Nicaragua enact laws to extend copyright protections to 70 years after an author's death; prohibit the circumvention of copy-protection technologies; permit software patents; and prohibit manufacture or export of devices that can decrypt satellite TV signals.

o Report: 2005 Streaming Ad, Subscription Revenue to Reach $950 Million

Monterey, Calif. -- Revenue from streaming media advertising and subscription services is expected to reach $950 million in 2005, according to a report from AccuStream iMedia Research. When combined with revenue from download services for music and movies, streaming and download revenue for 2005 is estimated at $1.36 billion, up 110% over 2004. Revenue from streaming video advertisements is forecasted to increase by 78%, to $343 million in 2005, while streaming audio ad revenue will see an 82% increase, to $22 million. "It began in 2004, but 2005 is truly shaping up to be an exciting one for streaming video advertising, and streaming advertising in general," said AccuStream research director Paul A. Palumbo. "There are more advertisers in the market, product categories represented range from automotive to technology and telecom, there are repeat buyers, solid click-through results from previous campaigns and a generally clutter-free broadband environment despite the fact that pre-roll units are essentially sold out for the remainder of the year."
