o FCC: U.S. Broadband Subscribers
Tripled Between 2001-2003
Washington -- The number of U.S. broadband subscribers tripled
between June 2001 and December 2003, growing from 5.9 million to
20.3 million, according to a new report from the Federal
Communications Commission. The report found that cable modem
connections accounted for 58% of broadband lines in Dec. 2003, while
DSL represented 34% and other technologies made up the remaining 8%.
The report also documents the significant development of new access
technologies that has taken place since the issuance of the last
report, highlighting the growth in Wi-Fi Internet access hotspots,
WiMax, third-generation mobile phones, personal area networks,
satellite technologies, fiber to the home, and broadband over power
lines, in addition to more familiar cable modem and DSL services.

Webcasters, RIAA Agree to Extend Music Royalty Rate Terms
Washington -- A coalition of smaller commercial webcasters
announced on Friday that it has reached an agreement with the
Recording Industry Association of America (RIAA) to extend the terms
of an existing agreement on the royalty rates paid to stream music
online, Radio and Internet Newsletter reported. The groups jointly
filed a petition with the U.S. Copyright Office to extend the Small
Webcasters Settlement Act for a second two-year term. The agreement
maintains that a "small" webcaster make no more than $1.25 million
in annual revenues, and sets a royalty rate of the greater of 10-12%
of revenue, or 7% of expenses. Small webcasters signing on to the
agreement include Digitally Imported, AccuRadio.com and Radioio. "We
continue to hope for an improved process to determine rates in the
future -- one that acknowledges the value that Internet radio offers
to recording artists," said Ari Shohat, president of webcaster
Digital Imported. "Nonetheless, this deal avoids a costly
arbitration and gives us a stable rate structure which allows us to
focus on our business rather than these issues." A similar extension
of existing streaming royalty rates was reached last week between
SoundExchange and larger webcasters like Yahoo, AOL and Microsoft.

Makers Partner to Develop Wireless TV Delivery Technology
Espoo, Finland -- A group of cell phone manufacturers announced
on Friday that they have partnered to foster the delivery of TV
programming to cell phones. Motorola, NEC, Nokia, Siemens and Sony
Ericsson, members of the Open Mobile Alliance, will cooperate in
that consortium's Mobile Broadcast Services work. "Mobile TV is one
of the most fascinating new services with high consumer demand. A
mobile device capable of both receiving broadcasted content and of
communicating over the cellular network opens up the possibilities
for innovative and exciting new services," said Seppo Sutela, a
general manager at Nokia. NEC developed the first working prototype
of a phone capable of receiving digital terrestrial broadcast TV
last year. While mobile phone TV services are already being
introduced in the Japanese market, the group predicts the European
market will develop towards the end of 2005.

Video Firms Partner on Anti-Piracy Technology
London -- Chipmaker STMicroelectronics and digital video
equipment makers NDS and Thomson have announced the formation of an
alliance designed to promote the adoption of their video anti-piracy
technology. The SVP (Secure Video Processor) Alliance will promote
SVP, an open specification that will allow content producers to use
their own digital rights management schemes to protect content that
can then be unlocked by SVP chips embedded in digital televisions,
set-top boxes, digital video recorders and portable devices.
DirecTV, which is affiliated with News Corp. -- also the majority
owner of NDS -- will be the first company to use SVP, allowing
satellite TV subscribers to store secured programs across home
networks and on portable consumer devices. Thomson is expected to
release the first consumer electronic devices embedded with SVP
chips in 2005.

o Briefly Noted: (London) O2,
a U.K.-based mobile network, and NTL, a local cable firm, announced
on Friday that they plan to conduct the first-ever test of
multi-channel television delivery to cell phones in the U.K. "This
is a commercial trial to test the business case for a mobile TV
service in the U.K.," said Terry Howard of NTL's Broadcast Division.
The companies said 500 customers would be given multimedia mobile
phones with built-in digital TV receivers allowing them to watch 16
TV channels. The trial, to be conducted next spring, will start with
nine broadcast transmitters covering the Oxford area, the companies
said.

(London) U.K. retailer Woolworths announced this week that it
plans to launch a digital music download store in the fall. The
company already operates Streets Online stores that offer album
downloads from Universal and EMI, but will expand the offering with

four major labels and will sell songs for 79p ($1.42) and albums for
7.99 pounds ($14.35) in Microsoft's Windows Media format.

a multi-functional handheld video game device, announced on Friday
that it has set a launch date of Oct. 29 for the Gizmondo in the

on Friday that it partnered with set-top box software developer
Espial to develop a set-top designed to deliver TV signals over the
Internet (IPTV) for the hospitality industry. The device will offer

Micro also separately introduced what it says is Europe's first

(Washington) The Washington Post on Friday reported on the return
of college students to campuses across the country, and the
accompanying rise in traffic on peer-to-peer file-sharing networks.
A number of schools are including warnings to their students about
the potential ramifications of file-sharing in the form of letters,
educational videos, and even skits performed for incoming freshman.
"I'll end up downloading something at some point, I'm not going to
let them say, 'Oh, we're going to get mad at you a little bit' [and]
deter me from what I want to do," Jason, an incoming freshman at the
University of Maryland, told The Post.
