o California State Assembly Passes
Ban on Violent Game Sales to Minors
Sacramento, Calif. -- The California state Assembly voted 65-7
last week in favor of a ban on the sale of violent video games to
minors, although Reuters reported that on Friday that Gov. Arnold
Schwarzenegger had not yet decided whether or not to sign the bill
into law. The proposed legislation would ban the sale of games that
depict the "killing, maiming, dismembering, or sexually assaulting
an image of a human being," or violence "in a manner which is
especially heinous, cruel, or depraved in that it involves torture
or serious physical abuse to the victim." It also requires retailers
in California to create a new labeling system for such titles, and
penalizes those caught selling them to California residents under 18
with a $1,000 fine. "Governor Schwarzenegger is no longer an action
star but an elected representative of all Californians; I am hopeful
that he will consider our children’s best interests by signing this
commonsense legislation into law and giving parents a necessary tool
to raise healthy kids," said Assemblyman Leland Yee, who sponsored
the bill. "The IEMA (Interactive Entertainment Merchants
Association) remains opposed to AB 1179 for many reasons, not the
least of which is that it is impractical -- in essence creating a
California-only class of products requiring retailers to buy,
warehouse and distribute California video games separately from
other inventory," the IEMA said in a statement. Similar bans on the
sale of violent video games to minors have been routinely struck
down by the courts as unconstitutional restrictions on free speech.

o eBay Agrees
to Pay as Much as $4 Billion for VoIP Firm Skype
Luxembourg -- Online auctioneer eBay announced that it has agreed
to acquire Skype Technologies SA, a Luxembourg-based Internet
telephony firm, for approximately $2.6 billion. Under the terms of
the acquisition, eBay could pay as much as $4 billion, assuming
Skype meets a certain number of performance targets over the next
three years. eBay said the Skype service would be integrated into
its ecommerce business, making it easier for buyers and sellers to
communicate using its online marketplace. "The acquisition will
strengthen eBay's global marketplace and payments platform, while
opening several new lines of business and creating significant new
monetization opportunities for the company," eBay said. "The deal
also represents a major opportunity for Skype to advance its
leadership in Internet voice communications and offer people
worldwide new ways to communicate in a global online era."

Satellite Radio Firms Get Permission to Broadcast in Canada
Washington -- U.S. satellite radio programming providers XM and
Sirius announced on Monday that Canada's Federal Cabinet has upheld
a ruling from the Canadian Radio-television and Telecommunications
Commission (CRTC), granting the companies the right to broadcast
their signals in Canada. Washington-based XM did not say when it
would launch in Canada, while New York-based Sirius said it would
launch in Canada "as soon as possible later this year." XM's
Canadian service will be operated by partner Canadian Satellite
Radio, while Sirius' will be run by its partner the Canadian
Broadcasting Corporation, and Standard Radio. As part of the deals
struck in Canada, both XM and Sirius will devote channels to
programming produced by Canadian artists in both English and French,
as is required of Canadian terrestrial broadcasters.

Satellite Radio Signs $100 Million Deal with National Hockey League
Washington -- XM Satellite Radio, a provider of satellite radio
services with more than 4.4 million subscribers, said on Monday that
it has signed a 10-year, $100 million deal to become the exclusive
satellite radio broadcaster of the National Hockey League (NHL)
games beginning in the 2007-08 season. XM said that it will begin
broadcasting NHL games this season, though not on an exclusive
basis. In addition to providing live play-by-play coverage of more
than 1,000 games a season, XM plans to launch a dedicated NHL radio
channel featuring original programming focusing on all aspects of
the sport. XM's Canadian partner, Canadian Satellite Radio, is
funding a portion of the deal. Coverage will include games from
every team, as well as the NHL All-Star Game, the Stanley Cup
Playoffs and the Stanley Cup Final. XM rival Sirius, from whom the
contract was poached, will remain the NHL's official satellite radio
partner and broadcast games through the Stanley Cup Playoffs at the
end of the 2006-2007 season.

Magazine Publisher Zinio Merges With Blue Dolphin, Raises $7 Million
San Francisco -- Zinio Systems, a publisher of digital versions
of magazines and newspapers, announced on Monday that it has merged
with online magazine retailer Blue Dolphin Group. As part of the
deal, Zinio said it closed a $7 million financing round, led by
North Bridge Venture Partners and Commonwealth Capital.
Massachusetts-based Blue Dolphin sells a catalog of more than 1,300
digital versions of magazine titles. Zinio said the deal will allow
it to offer digital as an option to a new audience of print readers
who can now sample digital versions of magazines before subscribing.
San Francisco-based Zinio also announced the launch of a global
distribution channel for published digital media, which will enable
the delivery of both foreign and domestic titles in the language and
currency of member countries -- which currently include the U.S.,
U.K., Poland, Spain, Denmark, Norway, Sweden, Taiwan and Thailand.

new online news service that will cover wars around the world.
"Kevin Sites in the Hot Zone" will feature 42-year-old journalist
Kevin Sites, who gained notoriety last year for his video footage of
a marine shooting and killing an apparently unarmed Iraqi prisoner
inside a mosque. Yahoo will send Sites on a year-long assignment,
beginning Sept. 26, to shoot video and report on various armed
conflicts around the world. The site will feature articles, packaged
broadcast-style video segments, broader feature stories, unedited
video footage, photos and live video and audio feeds." This project

Foster City, Calif. -- Sony Computer Entertainment America
announced that it plans to being offering exclusive video games on
the Universal Media Disc (UMD) format movies it offers for the PSP
(PlayStation Portable). The release of Sony Pictures' film "Stealth"
on UMD on Nov. 15 will be accompanied by "Wipeout Pure: Stealth
edition," a slimmed-down version of the video game, on the same
disc. The special version of the game will include an exclusive
level, and the ability to race using Stealth aircraft featured in
the movie. The enhanced version of "Stealth" for PSP will be sold
for $39.95, a markup from the typical UMD price of $19.95 to $29.95.

on Monday that it has developed a 16GB NAND flash memory chip, which
it plans to market to makers of portable electronic devices. The
company did not say whether Apple, a major customer, will use the
new chips in their iPod music players. By placing a number of the
memory chips in tandem, Samsung said 32GB memory cards could be
created. "You will be able to take your entire music and personal
video libraries with you," Gyu Hwang, president of Samsung's

to support iTunes, will soon be available in the U.K. The ROKR was
