o EU Approves Plan for Cross-Licensing of Web Music by Broadcasters 

Brussels -- The European Commission has approved Competition Commissioner
Mario Monti's plan to restructure online music licensing in the EU so that
a single license can be obtained by broadcasters that will apply across
all 18 participating countries, Reuters reported. Under the previous
system, broadcasters wanting to simulcast their signals in Europe had to
secure licenses from collection societies in each individual nation. The
plan is intended to increase competition among these collection societies
as more business will naturally gravitate to nations that choose to offer
lower royalty rates. "The creation of a legitimate marketplace for
so-called simulcasting will benefit both consumers and rights-holders,"
said EU Competition Commissioner Mario Monti, in a statement.

o Ad Verification Software Firm AudioAudit Raises $9 Million

Paramus, N.J. -- AudioAudit, a provider of broadcast verification software
for the advertising, cable and broadcast industries, announced on Tuesday
that it has raised $9 million in its first round of venture capital
financing. Polaris Venture Partners, the lead investor, was joined by
Ridgewood Capital and other private investors in the round. New
Jersey-based AudioAudit's software allows advertising agencies and
corporate advertising departments to verify that a scheduled ad has been
broadcast in the right market, on the right outlet, to the right audience
at the right time. The company will use the funds to expand its national
electronic broadcast detection network, strengthen marketing and business
development activities, as well as for product development.

o BigBand Networks Gets Investment From AOL Time Warner

Redwood City, Calif. -- BigBand Networks, a manufacturer of equipment that
integrates and routes audio, video and data for uses including digital
broadcasting, HDTV, ad insertion, video-on-demand and interactive
television, announced on Tuesday that it has received an undisclosed
investment from AOL Time Warner Ventures. The company has now raised a
total of $60 million. Redwood City, Calif.-based BigBand Networks'
Broadband Multimedia-Service Routers (BMR) are used by customers including
Time Warner Cable, AT&T Broadband, Cox Communications and Rogers Cable to
deliver HDTV and other advanced services to 1.5 million digital cable
subscribers. "AOL Time Warner is a very strategic customer and partner to
BigBand Networks, as the second largest cable operator, and as a global
leader in many aspects of communications, services and content," said
BigBand CEO Amir Bassan-Eskenazi.

o Report: Advanced Set-Top Box Sales to Reach 33.5 Million by 2008

London -- Annual global sales of advanced set-top boxes for digital
television, so-called "thick clients," will reach 33.5 million units by
2008, according to a recently released report from London-based research
firm Strategy Analytics. The firm predicts 63 percent of these devices
will offer basic personal video recorder functionality, and a further 24
percent will serve as "broadband media centers," enabling features such as
home networking of entertainment devices. "The cable industry, with its
inherent broadband connectivity, will resist the deployment of thick
client devices, preferring to support online services such as
video-on-demand. Satellite players, by contrast, must invest in more
advanced set-top terminals in order to counteract the lack of a direct
return path," Strategy Analytics said, in a statement.

o Terra Lycos Acquires Online Direct Marketer GetRelevant 

Waltham, Mass. -- Global Internet network Terra Lycos announced on Tuesday
that it has acquired GetRelevant, a provider of online direct marketing
services. Financial terms of the all-cash transaction were not disclosed.
San Francisco-based GetRelevant's main asset is its online co-registration
offers network, used by over 100 websites to provide highly targeted
offers from advertisers when users register at a particular site. "The
acquisition of GetRelevant further increases Terra Lycos's direct
marketing services and online integrated marketing solutions that we can
offer to our customers," said Terra Lycos U.S president Stephen Killeen.
Terra Lycos plans to integrate GetRelevant's technology throughout its
network and also continue to expand GetRelevant's current network.

o Digital Video Firm DVSK Raises $12 Million in Korean Market IPO

San Jose, Calif. -- Digital Video Systems, a developer of digital video
technologies, announced on Tuesday that its Korean subsidiary DVSK has
raised about $12 million through an initial public offering on the Korean
stock market. The offering dilutes San Jose, Calif.-based Digital Video
Systems' stake in DVSK from 75 to 51 percent. The company said the
proceeds will be used to fund its new product program, including a DVD
player for the automobile market and re-writable DVD drives for the
computing and audio markets. A portion of the proceeds will also provide
additional working capital to support increasing production of its DVD
loader product line.

Redwood City, Calif. -- Liquid Audio confirmed on Tuesday that
shareholders voted to appoint several new board members at its recent
shareholder meeting. Seymour Holtzman and James A. Mitarotonda, leaders of
a dissident group of Liquid Audio shareholders called MM Companies, were
elected to the company's board. The group opposes Liquid Audio's pending
merger with Alliance Entertainment in favor of a liquidation of the
company's assets and distribution of the proceeds to shareholders. Redwood
City, Calif.-based Liquid Audio said shareholders did not approve three
other takeover proposals from MM Companies. Liquid Audio recently sold its
patents to Microsoft for $7 million in cash.

o TiVo Raises $25 Million Through Stock Sale

San Jose, Calif. -- Personal video recorder manufacturer TiVo has raised
$25 million through a sale of its stock to institutional investors
Crosslink Capital and New Enterprise Associates. TiVo sold 6.96 million
shares at $3.59 per share, as well as issued warrants to purchase 2.6
million shares at an exercise price of $5.00 per share. San Jose,
Calif.-based TiVo said the proceeds will go to general corporate purposes
and to supplement working capital.

o Video Game Developer 3DO Gets $3 Million Loan From CEO

Redwood City, Calif. -- Game developer 3DO announced on Tuesday that
founder and CEO Trip Hawkins has loaned the company $3 million to meet its
short-term financing needs. The company now expects to return to
profitability in the quarter ending March 31, 2003. "The big picture
remains the same," said Hawkins. "We have now made it 75 percent of the
way through this transition calendar year towards a strong recovery that
begins next quarter. The new loan enables the company to meet its
short-term cash needs. And now that Nasdaq has given us a clean bill of
health, I believe that our long-term access to capital is greatly
improved," Hawkins added. "Meanwhile, indications are for a very strong

o Oak Technology to Acquire TeraLogic for $50 Million 

Sunnyvale, Calif. -- Oak Technology, a provider of storage and digital
imaging products, said on Monday that it will acquire Mountain View-based
TeraLogic, a developer of video and audio hardware and software for home
entertainment platforms, for $50 million. Under the deal, already approved
by both boards, Oak Technology will pay $38 million in cash and assume $12
million in debt. TeraLogic, whose shareholders include Sony, Samsung and
Mitsubishi, will become a subsidiary of Oak Technology. TeraLogic has
raised $80 million from investors such as Mayfield, Mitsubishi Electric,
Samsung Electronics and Sony.

and services, announced on Tuesday a collaboration with Signatures
Network, which holds the merchandising and marketing rights to more than
125 top music artists and entertainment properties, to develop on-demand
music programming for digital television networks. The companies plan to
commence market trials in early 2003. Separately, San Carlos, Calif.-based
Liberate announced it has been selected to provide interactive TV services
to China's Guangdong Cable Network Company (GCNC). The 12 cable TV
providers affiliated with GCNC currently pass over 6 million homes, with

Micro Technology to become CEO of Raymarine Group, which makes radar
systems and satellite navigation equipment. Money-losing Pace Micro

at issue with the entertainment industry's lawsuit aiming to shut down
Sharman Networks' Kazaa file-sharing service. While Sharman is
incorporated in the South Pacific island nation of Vanuatu, its offices
are in Australia and its servers are in Denmark, making applying U.S.
copyright laws a difficult matter. The article goes on to point out that
even if the entertainment industry is victorious in its litigation,
"enforcement of any judgment may rely entirely on legal authorities in
other nations, and their cooperation is not assured."

Senate recently passed a bill that includes the easing of copyright
restrictions for the purposes of online education. Under HR 2215,
professors and other online educators would be able use excerpts from
