o Small Webcaster Bill Blocked in Senate; Royalty Rates Take Effect Sunday

Washington -- The U.S. Senate failed to pass the Small Webcaster
Amendments Act of 2002 -- which would have given small webcasters a break
on music royalty fees -- before the scheduled Congressional break for
elections today. The fees are now slated to go into effect on Sunday. Both
the Los Angeles Times and CNET News.com report that sources indicate the
bill was blocked unexpectedly by Sen. Jesse Helms (R-N.C.), over
undisclosed concerns from unidentified broadcasters. A spokesman for Sen.
Judiciary Chairman Patrick Leahy (D-Vt.) told National Journal's Congress
Daily that the Senator, "is greatly disappointed and regrets that anyone
with concerns didn't come forward so they could be resolved." The bill may
once again be taken up by the Senate when it reconvenes in November, but
in the meantime small webcasters will be served with stiff royalty
invoices -- retroactive to 1998 -- which many have said will force them
off the air and out of business.

o Copyright Office Rejects Last-Minute Stay on Royalty Payments

Washington -- The U.S. Copyright Office announced on Friday that it has
denied a motion filed by large webcaster Live365.com to stay its ruling on
webcasting royalty rates, which is slated to go into effect on Sunday. A
bill called the Small Webcaster Amendments Act of 2002, that would have
delayed payments for six months and given small webcasters a break on the
amount they had to pay, also failed to pass in the Senate today.

o Audio Editing Software Firm Sonic Foundry Gets Nasdaq Delisting Notice

Madison, Wisc. -- Sonic Foundry, a developer of audio and video creation
and editing software, announced on Friday that it has been given notice by
the Nasdaq that its shares are in danger of being delisted from the
exchange. The company's shares have traded below the $1 minimum
requirement for continued listing since September; it now has until
January 14, 2003, to regain compliance with the minimum bid price.
Wisconsin-based Sonic Foundry distributes the popular ACID music editing
and Vegas Video editing software programs.

o Game Publisher TDK Mediactive Launches Discount Game Imprint

Westlake Village, Calif. -- TDK Mediactive, a video game publisher,
announced on Friday the formation of a new game publishing imprint, TDK
Impulse, which will offer games with broad appeal at discount prices. The
first title to be published by Impulse will be "Shrek Treasure Hunt" for
Sony PlayStation, which will retail for $9.99. "These titles, in
particular, will be identified by their broad consumer appeal and will be
marketed with a mass market price point, making them essentially impulse
purchases," said Stefan Serwe, vice president global marketing at TDK

(Redmond, Wash.) Microsoft announced on Friday that it partnered with
consumer electronics firm Panasonic to develop HighM.A.T. (High
Performance Media Access Technology), a technology billed as an easier and
faster way to move digital media from the PC to consumer electronics
devices. CDs created using the technology will offer a standard interface
for all devices, like car stereos and DVD players, to recognize data such
as playlists, music metadata and folders with photos or videos residing on
the discs.

(Long Beach, Calif.) Consumer electronics firm Pioneer has introduced a
new combination recordable DVD/CD drive that cuts the amount of time it
takes to burn a DVD in half. The DVR-A05 drive will record a DVD in about
15 minutes, and will become available in November for $299.

(San Francisco) Wired News on Friday reported on how the FCC's recent
approval of new digital radio broadcasting technology will affect small,
low-power radio broadcasters. Low-power stations generally have a range of
up to 7 miles and broadcast a signal not more powerful than 100 watts. The
new digital broadcasts will strip even more of their limited bandwidth.
"If the system had been designed with the public interest in mind, it
would have been made with more channel space," Pete Tridish, a media
activist with the low-power radio group Prometheus Radio Project, told
Wired News. "Instead, we have another business that supports the status
quo."

(London) NewScientist.com reports that consumer electronics firm Philips
is currently developing a new optical disc format that will be able to
store four gigabytes of data on an erasable, reusable disc only three
centimeters in diameter. The disc, currently called Small Form Factor
Optical (SFFO), is based on the same blue-laser technology being used by
Philips and others to develop next-generation DVD players. A Philips
representative at its lab in Southampton told NewScientist that drives
supporting the disc "will be ready for sale in two years."
