o SoundExchange Signs International
"One-Stop" Webcast License Pact
Warsaw, Poland -- SoundExchange, the record industry body set up
to collect and distribute royalties from Internet music streaming to
artists and record labels, announced on Tuesday that it has signed
an international webcasting agreement that will create a "one-stop"
license for webcasters and simulcasters. The International
Federation of the Phonographic Industry (IFPI) said SoundExchange is
the sixteenth party to the agreement, which allows webcasters to
clear rights in a multitude of countries by entering into a license
in one participating country -- instead of the previous
country-by-country system. "This agreement recognizes that
webcasting is an international medium that requires the cooperation
of all licensing bodies in order to ensure that copyright owners and
artists are compensated. SoundExchange welcomes this giant step
towards one-stop licensing of worldwide rights," said SoundExchange
executive director John Simson.

Citigroup Block Online Gambling Payments in U.K.
London -- Citing concerns over fraud and high consumer debts,
credit card providers American Express and Citigroup have taken
steps to prevent U.K. cardholders from using their cards to open
accounts at online casinos, the Financial Times reported. Both card
companies and their rivals have blocked U.S. cardholders from using
their cards to gamble on overseas online sites, as online gambling
is illegal in the U.S. "We implemented this rule in the U.S. two
years ago but did not have the right systems to do it in the U.K.
until last month," a Citigroup spokesperson told FT. The U.K. is
currently examining whether it should update its laws regarding
gambling, in part to account for new technologies such as the
Internet.

o Report:
Nearly One Billion DVDs Shipped So Far This Year
Los Angeles -- Nearly one billion DVDs have shipped to retailers
this year, including 340 million shipped in the third quarter -- a
59% increase over last year -- according to figures compiled by
Kaplan, Swicker & Simha on behalf of industry trade group the
Digital Entertainment Group (DEG). A total of 3.3 billion discs have
shipped since the format's launch in 1997. The report also notes
that nearly 110 million DVD players have been sold since the
device's launch, and are now present in 63 million U.S. households;
42% of all U.S. DVD-owning households now own more than one player.
"The unprecedented growth of the DVD format is a true testament of
the partnerships between the hardware, software and retail
industries," said DEG president Bob Chapek. "In the coming years,
those alliances will be put to the ultimate test in defining the
next generation of players. As all of our industries have learned
from the DVD format, these cooperative efforts are the only thing
that will help the next generation to grow."

o SanDisk Sues
STMicroelectronics for Patent Violation
Amsterdam -- SanDisk, the world's largest maker of flash-memory data
storage products, announced on Tuesday that it has filed two
separate lawsuits in the U.S. District Court in Northern California
against STMicroelectronics NV, a Franco-Italian semiconductor firm.
The Sunnyvale, Calif.-based company argues that the NAND flash
memory chips manufactured by STMicroelectronics and its subsidiaries
infringes on a SanDisk patent. It has asked that the chips in
question be barred from sale in the U.S. Both companies' flash
memory cards are used in consumer electronics such as cell phones,
cameras and MP3 players. "The ITC confirmed the validity of our
(patent) in 1997 in our action against Samsung Electronics," said
SanDisk intellectual property counsel E. Earle Thompson. "We are
looking forward to a speedy decision." STMicroelectronics has not
commented on the matter, except to say that it plans to defend its
position "vigorously."

o Cash-U Mobile
Raises $15 Million, Acquires Niragongo, Becomes Unipier
London -- Cash-U Mobile Technologies, a developer of mobile gaming
and entertainment technology, announced on Tuesday that it has
raised $15 million in new financing, acquired mobile applications
developer Niragongo, and changed the name of the company to Unipier.
Carmel Ventures led the investment in Unipier, with participation
from Greylock, Pitango and Fidelity Ventures. "With this acquisition
and corporate re-branding we are combining years of experience and
product lines to create an exciting and powerful suite of components
that enable mobile service providers to shorten time to market of
their value-added services, while reducing costs and complexity,"
said Unipier CEO Gabby Levy. Unipier will use the new funds for
product development, sales and marketing.

o CNET,
Consumer Electronics Assn. Form Technology Research Partnership
Arlington, Va. -- CNET, a technology-focused Internet media company,
and the Consumer Electronics Association (CEA), a trade association
promoting the consumer technology industry, announced on Tuesday a
major partnership. Under the agreement, CEA will begin conducting
monthly surveys, using CNET's readers to help the association
understand developing technology trends. "This partnership is a
natural fit with CEA's mission to support and promote growth within
the consumer electronics industry," said CEA President and CEO Gary
Shapiro. "Understanding what early-adopters want will help us assist
our members in identifying the next 'Big Thing.' The data we collect
will be an invaluable resource for our members."

o Report
Praises BBC Efforts to Attract Digital Radio Listeners
London -- An independent review of the BBC's efforts to promote
digital radio concludes that the broadcaster has gone "above and
beyond" the remit originally set out by the U.K. government. The
Department of Culture Media and Sport report released on Tuesday
reserved special praise for BBC7, a station offering children's
drama and comedy radio, for its success in attracting larger
audiences to digital radio. Tim Gardam, the former director of
Channel 4 TV, said that BBC7 was "the most significant BBC service
in driving digital switchover" and that it had "reinvented"
children's radio. Even so, Gardam called on the BBC to make greater
use of its radio archive and suggested that it even be shared with
commercial rivals. He also said that the BBC must work more closely
with media and communications watchdog Ofcom to ensure the stations'
uniqueness. "The challenge now is to give the BBC's digital channels
the room to evolve further while ensuring they remain distinctive
from the services offered by the commercial radio market," Gardam
said.

o Briefly Noted: (London) The
British Phonographic Industry (BPI) and International Federation of
the Phonographic Industry (IFPI), two record industry trade groups,
announced on Tuesday that they have taken action against music
download store JetGroove.com resulting in the removal of 50,000
tracks and albums being offered on the site. JetGroove maintained
that tracks listed on its service which it had not obtained
permission to offer, but consumers had made attempts to purchase,
would serve as impetus to enter licensing negotiations with the
labels. "Whether it's individuals illegally uploading files to
peer-to-peer networks or companies seeking to make money out of our
members' copyrights without permission, the BPI's anti-piracy unit
is here to protect our members' rights," said BPI director of
anti-piracy David Martin.

(Washington) Broadcast group Bonneville, which operates the Web
radio news site FederalNewsRadio.com, announced that it has
purchased an AM radio station in the D.C. metro area to broadcast
its signal, Radio and Internet Newsletter reported. "It's a bit
ironic that we started out as an Internet product and now have grown
to a terrestrial signal -- typically the reverse is true," said
station vice president and general manager Joel Oxley. "But with
such rapid growth of the online product, it was the next logical
step to add distribution via an AM signal. With such a large local
federal community we need to be accessible whether one is sitting at
their desk or in their car." The station is slated to begin
broadcasting on AM 1050 early next year.
