SoundExchange Proposes 10% of Revenue Royalty on Satellite Radio
Washington - SoundExchange, the record industry entity set
up to collect and distribute royalties from digitally distributed
music, announced on Tuesday that it has suggested to the Copyright
Royalty Board that satellite broadcasters XM and Sirius pay a base
rate of 10% of royalties to compensate artists and copyright holders
for music played on their services. The Copyright Royalty Board is
set to begin a 12- to 18-month month process to determine a fair
royalty rate for the satellite services. SoundExchange said its 10%
figure, which would gradually increase over the six-year license
term, is "a reasonable rate based on the findings of several leading
experts." The agency quoted a survey conducted by Wharton School
marketing professor Yoram Wind, which found 43% of satellite radio
subscribers would cancel their service if it lacked music, triple
the number of those who would cancel if any other type of
programming were unavailable. "Our rate proposal establishes a
revenue sharing system that bases payment to artists and record
labels on the success of these services. If they do well, payments
increase; if they are less successful, the artists and labels are
paid less," said SoundExchange executive director John Simson.
