o FCC to Review Wireless Spectrum Licenses to Account for New Technologies

Washington -- In a speech delivered this week, Federal Communications
Commission (FCC) chairman Michael Powell said his agency is working to
explore how the nation's wireless spectrum may be more effectively
allocated for emerging technologies like satellite digital TV, mobile
phones and home networking. The FCC plans to review government regulations
of wireless licenses, perhaps allowing licensees to offer a variety of
services instead of focusing on one market. A task force will be created
to examine regulatory policies and wireless license terms. "We are living
in a world where demand for spectrum is driven by an explosion of wireless
technology," Powell said in a speech delivered at the University of
Colorado at Boulder. "Nevertheless, we are still living under a spectrum
management regime that is 90 years old."

o Judge Approves $250,000 Loan to Napster, Auction of Used Equipment

Wilmington, Del. -- Chief Judge Peter J. Walsh has given final approval
for a $250,000 loan to Napster, allowing the company to continue
operations without having to liquidate its assets while its Ch. 11
bankruptcy proceedings play out, the Associated Press reported on Friday.
The loan is being provided by Napco Acquisition, the affiliate of an
undisclosed public company -- which is also bidding on certain of
Napster's assets -- that has asked to remain unidentified until an asset
purchase agreement is signed, Hobart G. Truesdell, the trustee overseeing
Napster's estate, told AP. An asset purchase agreement is expected to be
submitted to the court by Nov. 15, and a hearing to consider approval of
the sale will be held on Nov. 27. Redwood City, Calif.-based Napster also
won approval to conduct an auction of equipment the company no longer uses
through DoveBid.

o Report: Once-Mainstream Web Addresses Becoming Porn Sites

San Francisco -- New research from San Diego-based Websense reveals that
more than 1,500 once-mainstream web sites have become pornography sites in
the past six months. The firm said that the changes are mostly the result
of expired domain names that have changed ownership. Many of the sites had
previously been home to shopping sites, news portals and travel-related
information. The problem was showcased last month when Private Media
Group, a Spanish-based porn producer, made a bid to buy the domain name of
defunct music-trading site Napster for the purpose of transforming it into
a pornographic peer-to-peer service. Conversely, during the same period
more than 3,000 sites that had featured pornography switched to mainstream
content.

o Electronic Arts' Executives Net $6 Million Through Stock Sales

Los Angeles -- Two officers of game developer Electronic Arts exercised
options to purchase company shares and then turned and sold them for a
combined profit of $6 million, according to filings made with the SEC on
Wednesday. Company president John Riccitiello and senior vice president of
finance David Carbone both exercised options and then sold shares that
netted the two executives nearly $6 million.

Movie Maker 2 for Windows XP, the company's video editing software. The
new version adds 130 new kinds of video effects, FireWire compatibility,

more readily compatible with next-generation consumer electronics devices.

(Tewksbury, Mass.) Digital video equipment maker Avid Technology announced
on Thursday a deal with ABC News to move the network's news operations to
an all-digital production environment. The project will involve ABC's

(Dallas) Texas Instruments' digital cinema unit, DLP Cinema, said on
Friday that the company will sponsor one-time digital screenings of the
special extended version of New Line Cinema's "Lord of the Rings: The
Fellowship of the Ring" in digital-equipped theaters in ten cities next
week. Tickets to the Nov. 5 screenings in Boston, Chicago, Dallas, Los

(Atlanta) N2 Broadband, a provider of on-demand media delivery technology,
announced that Time Warner Cable's New York City division will use the
company's technology to manage its video-on-demand services, which pass
1.2 million homes. Atlanta-based N2 said half of Time Warner's 500,000 New
York-area digital subscribers will be VOD-enabled over the next few weeks,
with the balance online by year's end.

(St. Louis) USA Today on Friday reported on St. Louis-based 321 Studios'
planned Monday release of "DVD X Copy," a program that lets consumers copy
their movie DVDs onto recordable DVDs using their computers. The company
recently filed suit against major movie studios, asking a judge to rule it
may legally sell the $100 software program. The Motion Picture Association
of America (MPPA) didn't comment for the story, citing the litigation.
"Napster clearly was the bridge for trading copyrighted material," 321
president Robert Moore told USA Today. "Our position is that our product
is for the purpose of making backup copies of the movies you already own.
We feel it's legal."

(Cambridge, Mass.) MIT's Technology Review featured an article Friday on
how video game technology is being used to help train emergency workers
and federal employees for the event of the use of any weapons of mass
destruction on U.S. soil. The simulation technology is in use at the
Weapons of Mass Destruction Decision Analysis Center at the Sandia
National Laboratories, a national security research and development
organization funded by the U.S. Department of Energy in Livermore, Calif.
One scenario predicts the results based on choices made at the onset of a
theoretical anthrax outbreak in the San Francisco Bay area.
