o Senate Votes to Set April 7,
2009 Digital TV Transition Date
Washington - The U.S. Senate voted on Thursday to set
April 7, 2009 as the date for the country's transition to digital TV
broadcasting, when networks will cease transmitting their analog
signals and yield their spectrum back to the government. The Senate
bill includes a $3 billion subsidy, for those who can't afford
costly new digital TV sets to purchase a converter set-top box that
will enable their analog TV sets to receive the new digital signals.
The Senate rejected a proposed amendment to the bill that would have
cut the subsidy to $1 billion, and another to speed up the
transition by a year so that spectrum could be freed sooner for
emergency communications services. The Senate bill will now have to
be reconciled with the version pending in the House, which sets the
transition date on Dec. 31, 2008 and provides under $1 billion for
the converter subsidy. In related news, the FCC voted on Thursday to
move up by four months the date by which all TV sets smaller than
24" must include digital tuners, to March 1, 2007; larger TVs are
required to carry a digital tuner by March 1, 2006.

Let Users Buy Individual Pages, Digital Versions of Books
Seattle - Online retailer Amazon.com announced this week
that it plans to launch two new digital book retail programs next
year, which let users buy individual pages from books in digital
format, as well as add access to complete digital versions of books
purchased in print form. Amazon said that publishers will decide
whether to participate in the programs, and set prices for both
individual pages of works through Amazon Pages and digital copy
add-ons from Amazon Upgrade. Prices are expected to range from a few
cents per page -- likely more for pages within specialized or
technical works -- to a fee for the digital upgrade that is a small
percentage of the cost of the print copy. Separately, publisher
Random House announced a similar plan to sell online access to its
works on a page-by-page basis. The online books from Random House
will be locked so that they may not be downloaded, printed or
otherwise copied.

Lawsuits Not Helping to Decrease P2P Usage
Chicago - The Recording Industry Association of America's
(RIAA) copyright lawsuits against individual Internet song-swappers
are "singling out only a select few fans for retribution, and many
of them can't afford either to settle the case or defend
themselves," according to a report, "RIAA v. The People: Two Years
Later," released on Friday by the Electronic Frontier Foundation (EFF),
a digital civil liberties group. "Out of the millions of people who
download music from P2P systems every day, the RIAA arbitrarily
picks a few hundred to sue every month," said EFF senior staff
attorney Fred von Lohmann. "Many of those families suffer severe
financial hardship. But despite all the publicity, studies show that
P2P usage is increasing instead of decreasing." The EFF also
released several reports aimed at helping attorneys representing
individuals facing RIAA lawsuits, offering information on typical
claims and counter claims, parental liability for copyright
infringement committed by children, and personal bankruptcy issues.
"After two years of lawsuits, there's only one conclusion to draw,"
said von Lohmann. "Suing music fans is no answer to the P2P
dilemma."

Digitize 100,000 Books from British Library
London - Microsoft announced that it plans to digitize
about 100,000 books in the British Library as part of its book
search service. The books, which are out of copyright, will be put
online next year. Microsoft is already working with the Open Content
Alliance (OCA) to put an initial 150,000 works online and is
digitizing public domain books from Oxford University, as well. The
company said it would invest more than £1.4 million in the project,
which will digitize more than 25 million pages. "This is great news
for research and scholarship and will give unparalleled access to
our vast collections to people all over the world," said British
Library CEO Lynne Brindley. "The items digitized will be available
to anyone, anywhere and at any time."

Arts, Nettwerk Music Group Launch Digital Record Label
Redwood City, Calif. - Video game publisher Electronic
Arts announced on Friday that it has partnered with Canadian record
label Nettwerk Music Group to launch a digital music distribution
label, that will release EA-owned compositions as ringtones. EA
Recordings will deliver ringtones to iTunes, Rhapsody and other
retailers from artists who have contributed original music to its
games, such as beats from Da Riffs and Just Blaze, original songs
and remixes from Paul Oakenfold, and themes and soundtracks composed
by Sean Callery, Michael Giacchino, Chris Lennertz, Trevor Jones and
Mark Mothersbaugh. "We've entered a new age where video games are
arguably more powerful than the radio when it comes to exposing
audiences to music," said Nettwerk CEO Terry McBride. Initially,
music will come from EA titles including "The Sims," "NBA Live," "FIFA
Soccer," "Medal of Honor" and the company's James Bond game series.
Redwood City, Calif.-based Electronic Arts also operates a joint
venture with Cherry Lane Music Publishing, Next Level Music, that
focuses on signing artists and licensing EA music for TV, film and
commercial productions. EA also has a relationship with hip-hop
label Def Jam, and has released a series of games featuring Def Jam
artists and music.

Announces New Game Titles for Early 2006
Redmond, Wash. - Nintendo of America on Friday announced a
list of upcoming game titles it plans to release in the first
quarter of 2006, which include anticipated titles like "Metroid
Prime Hunters" and original games such as "Electroplankton" and "Odama."
For the GameCube, Nintendo will offer "Chibi-Robo" (Feb. 6) and "Odama"
(March 6) -- a "microphone-controlled Japanese feudal warrior
pinball game." For the Game Boy platform, the company plans to
release "Drill Dozer" (Feb. 6) and "Tales of Phantasia" (March 6).
Titles for the Nintendo DS handheld will include "Electroplankton"
(Jan. 9) -- an "artistic tune generator" music game; "True Swing
Golf" (Jan. 23); "Super Princess Peach" (Feb. 27); and the
Wi-Fi-enabled "Metroid Prime Hunters," due out on March 20.

Let Users Stream Songs from iPod to Xbox 360
San Francisco - CNET News.com reported on Friday that
Microsoft will offer a feature on its forthcoming Xbox 360 video
game console that allows users to stream tracks from their iPod
digital music player, to serve as an alternate soundtrack while
playing games. Microsoft did not work with Apple on the iPod-Xbox
compatibility, which utilizes the standard USB connector that ships
with the iPod; the company said Apple rejected an invitation to
collaborate. Microsoft would not say whether it reverse-engineered
the iPod in any way to achieve the connection. One analyst told
News.com he expects Apple to update its iPod software shortly after
the Xbox 360's release to remove iPod compatibility with the game
console.

introduce a "retro" version of its Game Boy Micro on Nov. 28, to
commemorate the 20th anniversary of the release of its original

Game Boy Micro -- a tiny handheld game device fashioned to look like
a controller for the original NES game console -- will be maroon
with a gold NES-inspired faceplate.

San Francisco - CNET News.com on Friday reported on the move by
a growing number of digital music services to offer songs for sale
directly from the Web, rather than requiring users to first download
an application like iTunes or Rhapsody and then purchase songs
through the software. In addition to AOL's move to online retailing
with its MusicNow acquisition yesterday, both Napster and
RealNetworks have hinted they are planning to follow suit. "What
we've heard from customers is that anytime, anywhere access is
extremely important," Ed Fish, the AOL senior vice president in
charge of music and other subscription services, told News.com. "We
have 112 million unique visitors coming to AOL sites. We should make
music available to those people as well."
