o U.S. to Maintain Control Over
Internet Addressing System
Brussels - Negotiators at the World Summit on the
Information Society (WSIS) in Tunis this week have effectively
postponed the protracted international dispute over who will govern
the Internet. Under the terms of the WSIS agreement, the U.S. will
maintain control over the Internet's addressing system. Although the
U.S. has formally endorsed the creation of an Internet Governance
Forum that will meet in 2006 under the auspices of the UN to address
the concerns of other countries, that forum will have no binding
authority. The resolution essentially means that the day-to-day
management of the Internet will be left to the private sector via
ICANN (the Internet Corporation for Assigned Names and Numbers),
much to the dismay of China, Cuba, Iran and other countries that
want to see Internet governance in the hands of a multinational
panel.

Microsoft Seeking U.S. Allies in Battle against EU
Brussels - According to a report in the Financial Times,
Microsoft is lobbying U.S. government officials and companies to
gain support in its antitrust battle with the EU. Microsoft is
currently appealing a European Commission ruling that ordered the
company to share protocols with rivals. The Financial Times claims
to have seen a leaked memo in which Microsoft asks several companies
to lobby the U.S. government to "intervene directly" on its behalf.
The report also claims Microsoft has had meetings with staff from
the U.S. Department of Justice and the Whitehouse. For its part,
Microsoft claims that the Commission and a number of EU member
states have intervened in competition cases and appeals in the U.S.
and that it "makes sense for the U.S. government to offer its views
in a similar way under the procedures established by European
courts, where the issue has broad implications for the global
economy".

Launches Google Base Online Classifieds Service
Mountain View, Calif. - Search giant Google has launched
Google Base, a new service that allows users to post classified ads,
similar to Craigslist or eBay, in addition to almost any
information, product or service that users wish to have indexed by
Google or offer for sale. "Remember, our goal is to organize the
world's information and make it universally useful and accessible,
and 'the world's information' certainly includes almost anything you
might wish to contribute," the company says in the Google Base FAQ.
"We encourage you to submit your item, whether it's your store
inventory, collection of original poetry, or research paper on
cancer receptors." The free listing service is also currently free
of advertisements. Depending on relevance, ads posted on Google Base
will also show up in searches on Google, Froogle and Google Local.
"We saw there were large instances of information we didn't have and
couldn't make searchable," Salar Kamangar, Google vice president for
product management, told The New York Times. "We realized that we
could make it possible for people to make information on information
available."

Endorsements for Overseas Gambling Sites Could Irk Feds
New York - The New York Times reported on Wednesday that a
number of celebrities who have endorsement deals to promote overseas
Internet gambling websites could draw the attention of federal
prosecutors, in light of the U.S. ban on Internet gambling. Former
Minnesota governor Jesse Ventura now promotes Costa Rica-based
BetUS.com, while other endorsers include Tom Arnold (Betonsports.com),
Brooke Burke (Sportsbook.com) and former Buffalo Bills quarterback
Jim Kelly (SportsInteraction.com). In addition to enforcing the U.S.
online gambling ban, federal prosecutors have also targeted "the
promoters, aiders and abettors of such criminal enterprises," which
have included credit card companies that allow cardholders to set up
accounts with overseas casino sites. Referring to the celebrity
endorsers, Whittier Law School professor I. Nelson Rose told The
Times, "There's a good chance they are criminally liable for the
crime itself." Will Griffiths, the director of marketing for
Betonsports.com, told The Times that Tom Arnold's endorsement deal
includes an out clause in the event that the actor is subpoenaed by
the Justice Department.

Cable TV Firms to Bring Cable TV to PCs, Laptops, Xbox
Redmond, Wash. - Microsoft on Wednesday announced an
agreement with Cable Television Laboratories (CableLabs), the cable
TV industry's research and development consortium, that will enable
Microsoft and PC makers to sell digital-cable-ready Windows Media
Center-based PC by the fall of 2006. The agreement will let
consumers view standard and high-definition cable channels on their
PC or laptop, as well as through networked devices such as the Xbox
360, by installing a digital cable card. Microsoft said its Windows
Media Digital Rights Management will be approved for copy-protection
security, although multiple DRM systems will be available.

Details Game-Embedded Parental Controls for Revolution Console
Redmond, Wash. - Nintendo of America on Wednesday
announced details of the parental controls it will provide in its
next-generation Revolution video game console, slated for release in
2006. Video games for the console will contain an embedded code
indicating the game's rating. Parents will then be able to use a
password-controlled interface on the Revolution console to set rules
on whether to remain locked or unlocked, based on the game's rating.
The technology is similar to the "V-chip" now included on
televisions and pay-TV set-top boxes. "Even though many Nintendo
games are rated E, E10+ or T, we believe this kind of feature should
be included in the hardware. It's the right thing to do," said
Reggie Fils-Aime, Nintendo executive vice president of sales &
marketing. So far, Nintendo is the only game console maker to have
pledged to include parental control features in its game hardware.
"This new option gives parents more information and more control
over what video games their kids play and at what age," added
Washington Gov. Chris Gregoire.

Publisher to Offer Book Chapter Excerpts Online
Beijing - Following the lead of publisher including Random
House, retailer Amazon.com, and book search services from Microsoft,
Yahoo and Google, Xinhua China -- which owns the leading book
distributor in China -- announced on Wednesday that it will offer
online English and Chinese-language book excerpts for wholesale and
retail buyers in China. The company partnered with Dial-A-Book,
which will scan and digitize the first chapters of books included in
the offering, scheduled to launch in the spring of 2006. Excerpts
from more than 100,000 titles are slated to be available by
mid-2007. Xinhua China network said its book distribution network
includes 12,800 government-owned bookstores, hundreds of independent
bookstores, and many universities and libraries in China.

Video Game Deal With DreamWorks Animation
Santa Monica, Calif. - Video game publisher Activision
announced on Wednesday a new multi-year agreement with movie studio
DreamWorks Animation, giving it the exclusive rights to publish
games based on four new animated films. The deal also extends
Activision's existing rights to "Shrek." The company will develop
games based on DreamWorks Animation's upcoming films "Bee Movie,"
"Kung Fu Panda," "Rex Havoc" and "How to Train Your Dragon," and any
sequels, as well as for "Shrek 3" and potential future "Shrek"
films. Activision will also offer games based on "Over the Hedge"
and "Madagascar 2," currently in production. Santa Monica,
Calif.-based Activision said its games for "Shrek 2," "Shark Tale"
and "Madagascar" have to date shipped a combined more than 10
million units.

Now Available Through DirecTV
Washington - XM Satellite Radio, a provider of satellite
radio services with more than 5 million subscribers, said that as
many as 72 channels of its music, children's programming and talk
radio content are now available through satellite television service
DirecTV. The new content nearly doubles DirecTV's audio programming
lineup. Customers subscribing to DirecTV's Total Choice programming
package will have access to 50 XM channels, while subscribers to
Total Choice Plus will have access to more than 65 channels. A
partnership between the two companies was announced in late
September.

Wednesday that it has launched operations in the U.S. The company
