o Report: Europeans Still Favor File-Sharing Over Paid Downloads 3-to-1

New York - European music consumers currently download music from illicit file-sharing networks over legal stores by a factor of three to one, with the younger generation increasingly failing to see music as a paid commodity, according to a report from market research firm JupiterResearch. The survey found that, overall, 15% of European consumers use file-sharing networks, while 5% pay to download songs; 34% of 15 to 24-year-olds said they downloaded songs for free. Moreover, the survey revealed that among the 46% of 15 to 24-year-olds who use the Internet to consume music, 40% don't consider the CD a good value, and 43% said they prefer to instead copy CDs from friends. "Unless the music industry can transition these consumers whilst they are young away from free consumption to paid music formats, be they digital or CDs, they may never develop music purchasing behavior and the recording industry could suffer long-term harm," said JupiterResearch analyst Mark Mulligan. The International Federation of the Phonographic Industry (IFPI) and its member record labels have recently begun suing individual European file-swappers for copyright infringement, taking the lead of similar efforts in the U.S. by the Recording Industry Association of America (RIAA).

o Survey: 91% Favor Parents Over Government Rules for TV Indecency

Washington - Some 81% of Americans who watch TV are concerned about what programs their kids are watching, but just 9% of parents want increased government control over programming, with 91% instead favoring more parental involvement, according to a survey conducted by Russell Research for TV Watch, a group that opposes government control of TV programming. "People see something on TV they don't like, and some activists yell from the rooftops calling for more government intervention, but that's not what people want," TV Watch executive director Jim Dyke told The Hollywood Reporter. "The vast majority of the people don't want the government making their programming decisions." The survey also found that 85% of parents found TV ratings useful, and 56% found the V-chip -- the device in all new TVs that provides parental controls over programming -- to be useful, although usage data for the technology shows that few parents actually use it. "Some people use the V-chip, some people watch TV with their kids, some people turn it off," added Dyke. The survey was released to coincide with a Senate forum Tuesday on the state of TV programming, organized by Sen. Ted Stevens (R-Alaska).

o FCC Reverses Stance on "A La Carte" Cable Programming

Washington - In a reversal of course, the Federal Communications Commission (FCC) on Tuesday backed a plan that calls for cable television providers to offer viewers the option of subscribing to individual channels, The Wall Street Journal reported. The notion is a radical departure from current practices, in which cable companies offer bundled packages of channels. In a Senate Commerce Committee forum, however, FCC Chairman Kevin Martin said that a la carte programming "could be economically feasible and in consumers' best interests." The FCC can't force cable companies to make the change, but its position could become a driving force in the debate and potentially spur the creation of new legislation. While the move is seen as a positive for consumers, who could lower their overall bills by dropping channels they don't watch and be able to better protect their children from "objectionable programming," cable providers say it could ultimately reduce the choices for viewers.

o Nokia Admits Failure of N-Gage Gaming Cell Phone

Los Angeles - Finnish mobile phone maker Nokia has admitted publicly for the first time that its N-Gage hybrid cell phone/mobile game deck is a failure, having sold just 2 million units across two product releases, far short of its goal of 6 million sales, VNUnet.com reported. "N-Gage is still being sold but it was not a success in the sense of developing a new category," Antti Vasara, Nokia's vice president for corporate strategy, told VNUnet.com. The company plans to continue manufacture existing models for sale mainly in Asian markets, but will not produce any new models. Instead, Nokia will begin integrating gaming software into its main phone models, and focus more on mobile TV and music services. Nokia said it will also continue to develop game titles for existing N-Gage models.

o Icahn Hires Lazard to Examine Reshaping Time Warner

Dulles, Va. - Billionaire financier Carl Icahn has hired financial advisory firm Lazard to look into various strategic alternatives that would maximize the value of media giant Time Warner, the parent company of America Online. Some of those alternatives could include selling off pieces of the company, streamlining its corporate structure and launching a major share repurchase plan. Icahn has been a major proponent of spinning off the company's cable unit and launching a $20 billion stock buyback -- $7.5 billion more than the program currently in place. Icahn's group holds 135 million shares of Time Warner. "We continue to believe that Time Warner's stock is greatly undervalued and that the company is in need of a major restructuring," said Icahn.

o Intel to Open Chinese Net Cafes With Public Music Studios

Beijing - Chipmaker Intel on Tuesday announced plans to open a series of Internet cafes in China that will feature studios that let aspiring musicians record their own songs using Intel digital home entertainment equipment. The company partnered with Chinese wireless Internet firm TOM Online to provide technology for the launch of the Intel i-Café Music Studio in Zhengzhou, the first of 13 such Intel venues planned. ''In our continuing efforts to make Internet cafes an exciting and wholesome gathering place for everyone, Intel and TOM Online have joined together on the i-Cafe Music Studio community project to promote a positive image of internet cafes," said Intel China general manager Yit Loong Lai. The cafes will also enable musicians to directly upload recorded tracks to TOM Online's Wanleba music platform.

London - According to a recent report in the Observer, U.K. football club Manchester United is in "advanced" talks with a number of international technology giants about the possibility of replacing U.K.-based mobile operator Vodafone Group as its jersey sponsor. Vodafone caught many analysts, investors and football fans by surprise last week when it cancelled its four-year, $15.4-million-a-year contract with United two years early. The Observer said the Glazer family, which owns United, said the club was in talks with such heavy hitters as Google, IBM and Yahoo. Other non-technology brands rumored to be in similar talks include Coca-Cola and Levi Strauss.

o CNET: Man Spends $100,000 on Virtual Space Station in Online Game

San Francisco - CNET News.com on Tuesday featured an interview with Jon Jacobs, an independent filmmaker and avid online gamer who recently spent $100,000 on a single virtual item within the game "Project Entropia." Jacobs's virtual space station was the largest such purchase to date in an online game, and was partly bankrolled by refinancing his real-world house. Jacobs expects a return on his investment of around $1.68 million a year, through taxing players who visit the space station to hunt virtual monsters. "I felt like there was more opportunity right now in a virtual economy than in the American economy for this kind of profit potential," Jacobs told News.com. "In the real world you're going to have to buy a labor intensive business to generate this kind of income. So I preferred to stick with my investment and go for the serious revenue."
